With two weeks remaining before the expiration of the urban railway transportation business license, related organizations have reached a final agreement regarding the Bucheon section (Onsu~Sangdong) of Seoul Subway Line 7, opening the possibility of normal operation.


According to Gyeonggi Province on the 20th, Bucheon City, Seoul Metro, and Incheon Transit Corporation expressed their intention to agree to the draft consignment agreement prepared by the province on the 16th, which reflected the demands and positions of each organization.

The final agreement stated in the agreement includes ▲increasing personnel to prevent safety accidents such as those covered by the Serious Accident Punishment Act ▲reflecting a 5% general management fee and a 3% consignment fee ▲operation of vehicles and control by Seoul Metro, and station duties, crew, and technical tasks (such as track maintenance) by Incheon Transit Corporation ▲mutual consultation to ensure normal operation without disruption until the operator changes after the conclusion of litigation.


The Bucheon section (Onsu~Sangdong) of Seoul Subway Line 7, which opened in October 2012, is a 7.4 km line with 6 stations, serving about 140,000 passengers daily.


Bucheon City, the owner of the line, currently consigns and operates vehicles and control to Seoul Metro, and station duties, crew, and technical tasks (such as track maintenance) to Incheon Transit Corporation.


However, disagreements over the deployment of additional operating personnel in accordance with the Serious Accident Punishment Act could not be resolved until the province mediated opinions through relay meetings with Bucheon City and Seoul and Incheon Transit Corporations, leading to the final agreement.


The province plans to complete the license issuance before the urban railway transportation business license expiration date of March 28 to prevent any suspension of operation.


A provincial official said, "With less than two weeks remaining until the statutory processing period (90 days) for the license application, we will do our best to ensure there are no delays in license issuance by coordinating administrative procedures among related organizations in advance before receiving the license application."
