Kim Hee-ae plays Hwang Do-hee, a former strategic planning officer of a large corporation, and Moon So-ri plays human rights lawyer Oh Kyung-sook. Hwang Do-hee recognizes Oh Kyung-sook's star quality with her instinctive sense of creating dramatic moments and her indiscriminate directness. Among candidates skilled in the show business of elections, she leads the campaign as the general director to make Oh Kyung-sook the queen.

'Queen Maker' is a work planned by writer Moon Ji-young since 2018, focusing on Hwang Do-hee, who entered politics to make a queen of the election field, and Oh Kyung-sook, who becomes the queen, hence the title.

Director Oh Jin-seok, who directed the drama, said, "We wanted to create a work that even those uninterested in political stories can enjoy purely through character style and acting, regardless of genre."
