Changwon Mayor Hong Nampyo: "Utilizing Unselected National Industrial Complex Sites Including Changwon University"

Efforts Including Partial GB Release in Changwon University, Daesan-myeon, and Buk-myeon

Hong Nampyo, Mayor of Changwon Special City in Gyeongnam, has presented a plan to utilize the sites that were not selected within the Changwon National Industrial Complex 2.0 area.


On the 15th, the government announced a plan to establish new national industrial complexes in 14 local areas, including Changwon, as part of the advanced industrial complex development plan.


According to the government announcement, a specialized national industrial complex for defense and nuclear industries, covering approximately 1.03 million pyeong, will be established in the areas of Buk-myeon, Uichang-gu, and Dong-eup.


According to Changwon City, the city initially proposed the Changwon National Industrial Complex 2.0 plan to the government, suggesting a scale of 3 million pyeong around Changwon National University, Buk-myeon, and Daesan-myeon, but the national industrial complex selection results included only Buk-myeon and Dong-eup areas, totaling 1.03 million pyeong.


This was because the Ministry of Land, Infrastructure and Transport requested the preservation of Grade 1 and 2 greenbelt areas in their original form and water quality improvement, and the Ministry of Agriculture, Food and Rural Affairs requested the exclusion of agricultural promotion zones.


Following the demands of these two agencies, Grade 1 and 2 greenbelt areas were excluded, and only the minimum land necessary for the regularization of the industrial complex was incorporated.

Mayor Hong stated, “We also plan to take measures regarding the unselected sites near Changwon National University, Daesan-myeon, and parts of Buk-myeon.”


He added, “Changwon National University is an optimal location for industry-academia-research collaboration and has sufficient utility value. We will propose to Gyeongnam Province the lifting of greenbelt restrictions to utilize it as an expansion site for the existing Changwon National Industrial Complex, focusing on research and development.”


For Daesan-myeon, plans are underway to create a smart farm or develop an advanced agricultural zone.


For some areas of Buk-myeon, mostly Grade 1 and 2 greenbelt zones, the city plans to propose revisions to the guidelines for establishing provincial, city, and county management plans, and pursue institutional improvements for industrial complex development, including demands for the complete lifting of greenbelt restrictions.


Mayor Hong said, “Changwon National Industrial Complex 2.0, which will be responsible for Changwon’s next 50 years, has now taken its first step. We will tirelessly move forward so that our steps lead to innovative growth.”


He continued, “There may be some opposition to development, but since the survival of the entire city is at stake, we will strive to persuade stakeholders. We will also consider the concerns of environmental groups regarding natural destruction and create an eco-friendly industrial complex.”
