Prosecutors Consider Expanding Overseas Cooperation to Investigate 'Luna Incident' and Kwon Do-hyung

The prosecution stated that it is considering expanding international cooperation to secure the custody of Kwon Do-hyung, CEO of Terraform Labs, who fled just before the Terra-Luna crash incident.

On the afternoon of the 14th, Heo Jeong, Deputy Chief Prosecutor of the Seoul Southern District Prosecutors' Office, answered a question at a press conference held at the Southern District Prosecutors' Office in Yangcheon-gu about whether there are any administrative measures or plans to arrest CEO Kwon, saying, "We are considering various options, including international judicial cooperation."


Deputy Chief Prosecutor Heo cited measures for Kwon's return to the country and securing evidence remaining abroad as examples. He also stated, "Not only CEO Kwon but also other related individuals are involved, and fundamentally, the prosecution's goal is to have them enter the country," adding that efforts are underway in this regard as well.


In addition to Serbia, where international cooperation has already been requested, it appears that several countries related to the Terra-Luna incident are being considered for overseas cooperation. He said, "Since it is necessary to identify the whereabouts of not only CEO Kwon but also other individuals, we are considering multiple countries." On the 7th of last month, the prosecution announced that Dan Seong-han, head of the Joint Financial and Securities Crime Investigation Unit, and officials from the Ministry of Justice's International Criminal Division visited investigative officials such as prosecutors and police in Serbia to request investigative cooperation for the arrest of CEO Kwon.


The reissuance of an arrest warrant for Shin Hyun-sung, former Chief Executive Officer of Chai Corporation and co-founder of Terraform Labs, is under review. The prosecution is conducting supplementary investigations after the arrest warrant for former CEO Shin was dismissed in December last year. Deputy Chief Prosecutor Heo stated, "We will make a comprehensive judgment to decide whether to request an arrest warrant."
