Eunpyeong-gu Allocates 8.9 Billion KRW in Supplementary Budget to Establish Social Safety Nets

Focus on Building Social Safety Nets for Vulnerable Groups, Expanding Cultural and Sports Facilities, and Urban Redevelopment and Maintenance Projects

Kim Mi-kyung, Eunpyeong District Mayor: “Responding to Issues Closely Related to Residents... Doing Our Best to Ensure Smooth Project Execution”

Eunpyeong District (Mayor Kim Mi-kyung) announced that it has prepared the first supplementary budget proposal for 2023, totaling 8.9 billion KRW, and submitted it to the district council on the 10th.

The first supplementary budget was prepared this year to respond to urgent issues closely related to residents' lives. The main contents include securing matching district funds following the selection of public contest projects and confirmation of subsidy projects, reflecting increased costs for ongoing continuous investment projects, building social safety nets for low-income vulnerable groups, and expenditure demands related to redevelopment and maintenance projects.

In the area of ‘Building Social Safety Nets for Low-Income Vulnerable Groups,’ 1.4 billion KRW has been allocated to actively support the disadvantaged. This includes the Eunpyeong-type temporary emergency welfare support project for low-income households in blind spots not covered by government or Seoul city emergency support measures, expansion of beverage delivery services for middle-aged single-person households, and additional support for operating expenses of welfare facilities struggling due to rising prices including public utility fees and soaring heating costs. This year, the district was also selected for the Green Remodeling public contest project for daycare centers, aiming to provide children with a warm and comfortable childcare environment.

In the field of ‘Expanding Cultural and Sports Facility Infrastructure for Residents’ Convenience,’ 2.9 billion KRW has been allocated. This includes the creation and operation of the Eunpyeongcheong Yeoul Swimming Pool, construction of a multipurpose field on the Changneungcheon park site, and renovation and opening of a military unit drill ground to residents, thereby expanding convenient sports facilities for residents. Budgets are also allocated to meet residents’ cultural and leisure demands through programs such as the operation of the Samcheon Temple traditional temple cultural heritage experience program, creation of the Lee Ho-cheol complex cultural facility, and establishment of a media creation space at the Eunteurak Library.

In the ‘Urban Redevelopment-Related Services and Disaster Safety’ sector, 3.7 billion KRW has been allocated. The district will prioritize projects directly related to residents’ safety, such as road expansion, road structure improvements, and urban redevelopment-related services, actively incorporating residents’ opinions. As a pilot project, the district plans to introduce a disaster safety management system for apartment complexes to minimize human and property damage through rapid alerts in case of disasters.

Kim Mi-kyung, Mayor of Eunpyeong District, stated, “We have prepared the first supplementary budget early this year to enhance residents’ convenience and improve urban competitiveness. We will strive to ensure that planned projects proceed smoothly as soon as the budget is approved to promptly respond to residents’ needs.”

Gwangjin District to Operate ‘Wildfire Prevention Headquarters’ Until May 15

Operating Hours: Weekdays 9 AM to 9 PM, Holidays and Public Holidays 10 AM to 9 PM, Maintaining Duty Room Status Afterwards

Main Tasks Include Situation Monitoring, Wildfire Prevention Activities, and Establishing Rapid Firefighting Systems

Gwangjin District (Mayor Kim Kyung-ho) will operate the ‘Wildfire Prevention Headquarters’ until May 15.

In spring, when temperatures rise and rainfall is low, the risk of wildfires increases. Additionally, many public holidays lead to increased outdoor activities, raising the risk of human-caused wildfires.

Accordingly, Gwangjin District is strengthening its wildfire preparedness system by operating the ‘Wildfire Prevention Headquarters’ to protect the valuable forest resource of Achasan and prevent damage to hikers and residents.

The ‘Wildfire Prevention Headquarters,’ located in the district office’s Parks and Greenery Division, consists of 10 teams and 23 staff members. It operates from 9 AM to 9 PM on weekdays and from 10 AM to 9 PM on holidays and public holidays. After operating hours, the duty room maintains the situation.

Main tasks include ▲situation monitoring ▲wildfire prevention activities (patrolling vulnerable areas, checking firefighting equipment, etc.) ▲establishing rapid firefighting systems in case of wildfire (reporting firefighting status, disseminating information to related agencies, initial firefighting and monitoring for flare-ups, etc.).

Additionally, the district is implementing various wildfire prevention measures to support the headquarters’ main tasks.

First, it has established a systematic wildfire prevention system through regional wildfire information monitoring using wildfire risk indices and wildfire signal terminals, and continuous surveillance with three unmanned wildfire monitoring cameras. During the operation period of the Wildfire Prevention Headquarters, specialized wildfire prevention and firefighting personnel are trained and deployed intensively in wildfire-prone areas around Achasan hiking trails.

Furthermore, infrastructure for rapid wildfire suppression has been strengthened, notably with wildfire suppression facilities. Tower-type facilities are located in Ginkgo-rang Park and Achasan Park, and a ground spray-type facility is near the summit of Achasan.

The district also maintains strong cooperation with related agencies such as Gwangjin Fire Station and Gwangjin Police Station. It enhances wildfire prevention publicity by attaching speakers to large RTK drones to broadcast announcements prohibiting certain activities in the forest and requesting cooperation from hikers.

Notably, on the 14th, Kim Kyung-ho, Mayor of Gwangjin District, conducted an on-site safety inspection to check the proper operation of the tower-type wildfire suppression facility in Ginkgo-rang Park and the large RTK drone, drawing attention.

Mayor Kim Kyung-ho said, “Prevention to ensure that wildfires do not occur is most important, and if a wildfire does occur, rapid early response is essential. Please regularly and precisely inspect and verify that facilities can operate properly when needed.”

Meanwhile, in Gwangjin District, which has 287 hectares of forest across three neighborhoods, no wildfires have occurred from 2021 to the present.
