Busan City Implements Emergency Housing Support Measures for Jeonse Victims

Busan City announced that it plans to fully implement the "Emergency Housing Support Measures" to protect victims of jeonse fraud.

Recently, jeonse fraud has emerged as a serious social issue, raising the need to protect victims who are suffering from such fraud.


The newly implemented emergency housing support measures provide public rental housing to tenants who have been forcibly evicted or urgently require housing support due to jeonse fraud.


The support targets tenants who have been confirmed as victims of non-returned deposits and urgently need housing support due to eviction orders, and they must have their victim status verified by the Korea Housing & Urban Guarantee Corporation (hereafter ‘HUG’) Jeonse Damage Support Center.


Once Busan City receives notification of emergency housing support candidates from the HUG Jeonse Damage Support Center, the city will coordinate with the Korea Land & Housing Corporation (LH) and Busan Urban Corporation to provide public rental housing owned by the corporation as temporary shelter.


The emergency support housing will be offered at a low rent, less than 30% of the market price, and tenants can reside for six months. The residency period can be extended up to two years if necessary.


A Busan City official stated, “We plan to secure a sufficient number of emergency support housing units in preparation for the increase in jeonse fraud victims,” and added, “Considering that many of the confirmed victims are young people with little social experience and newlyweds, we will do our best to prepare preventive measures against jeonse fraud in addition to emergency support housing.”


Since its opening in September last year until mid-February 2023, the HUG Jeonse Damage Support Center has received a total of 2,913 damage reports, with 64 cases confirmed in Busan City.
