Strengthening the Regulation of Illegal Mobile Advertisements
Busan City, in collaboration with local residents, has established the '2023 Comprehensive Plan for Outdoor Advertising Maintenance' to eliminate illegal advertisements such as banners and streetlight banners that spoil the city's landscape, and will undertake a full-scale cleanup of illegal advertisements.
This maintenance plan was prepared to eradicate illegal advertisements by concentrating all administrative efforts ahead of the International Bureau of Expositions (BIE) onsite inspection in Busan this April. It aims to shift from the past government-led maintenance approach to one led by local residents who will report and maintain illegal advertisements.
A 'Illegal Advertisement Reporting Monitoring Team' composed of local residents will be formed to operate by reporting illegal advertisements causing inconvenience in daily life in real-time. The city plans to select outstanding monitors in the future and provide incentives such as rewards.
Additionally, major intersections in the city will be designated and operated as 'Illegal Advertisement Clean Zones,' and the city plans to encourage continuous and efficient maintenance 365 days a year through collaboration with related organizations.
Regarding streetlight banners and real estate sales advertisements, which are recognized as serious problems for the urban landscape, Busan City will operate a mobile maintenance team at all times for focused maintenance, and strengthen administrative measures such as imposing increased fines and filing complaints for habitual violations.
In particular, all illegal real estate sales advertisements rampant in the city will be fined, and the city is also considering restricting authorized projects such as housing cooperative establishment approvals and housing construction project plan approvals in case of fine arrears.
To ensure the effectiveness of illegal advertisement maintenance and enhance the will for maintenance and crackdown, the city will also regularly inspect the maintenance and crackdown status of districts and counties. A comprehensive evaluation will be conducted for each basic local government in December, and outstanding districts and counties will be given priority selection and support for various pilot projects, as well as incentives such as mayoral awards.
Kim Bong-cheol, Director of the Architecture and Housing Bureau, said, "We will do our best to create a safe and clean living environment to alleviate citizens' inconvenience in preparation for the onsite inspection by the International Bureau of Expositions in April," and added, "The image of a safe and beautiful city Busan is completed through the efforts of the city and districts/counties as well as the interest and participation of citizens. We ask for active participation in enhancing the clean city image of Busan to attract the 2030 World Expo."
Busan City has achieved remarkable success by receiving the Minister of the Interior and Safety Award in 2019, the Prime Minister's Award in 2020, and again the Minister's Award last year in the outdoor advertising work evaluation hosted by the Ministry of the Interior and Safety.
