Old Seongdong Detention Center Site to Become a Cultural Complex Facility

On the 8th, Seoul City held the 3rd Urban and Architectural Joint Committee meeting and announced on the 9th that it had conditionally approved the amendment to the district unit plan decision for the former Seongdong Detention Center site.

The review focused on establishing a detailed utilization plan for the public contribution site within the 'Former Seongdong Detention Center Site District Unit Planning Area' to enhance the metropolitan accessibility and resident usage of public contribution facilities, as well as to promote multifunctional use.

The plan includes swapping the locations of the resident communication hub site and the youth education complex site, adding some permitted and recommended uses for the resident communication hub facilities, and changing the method of preserving historical traces to a documentation plan. Through this district unit plan amendment, Seoul City plans to utilize the public contribution site of the former Seongdong Detention Center to provide a cultural complex facility for residents.

On the same day, the Urban and Architectural Joint Committee announced that it had approved with modifications the district unit plan decision (amendment) and the detailed development plan decision for the special planning zone of the former Seoul Southern Correctional Facility relocation site in Gocheok-dong.

The site was formerly the relocation site of the Southern Correctional Facility and has been the subject of a public-supported private rental housing project. Construction has been completed, residents have moved into the apartment complex, and shopping malls and large supermarkets are in operation.

The main change in this district unit plan is the adjustment of the district unit planning area based on finalized pre-completion surveying results. Existing buildings adjacent to the district unit planning area occupy part of the zone, so the occupied portion was excluded from the zone.

Additionally, within Special Planning Zone ②, the permitted use of the complex government building (IN1) was relaxed to educational and research facilities to establish the Youth Employment Academy promoted by Seoul City.

A Seoul City official stated, “Through this district unit plan amendment, the inconvenience experienced by local residents in using roads and parks will be resolved, and it is expected that projects such as the construction of the Guro Tax Office and the complex government building within the site will proceed smoothly.”
