Resident Awareness Survey for Rational Relaxation of Namsan Height Restrictions from March 13 to April 7
Targeting Landowners and Residents within Namsan Height District, Conducted Both In-Person and Online
Comprising a Total of 20 Questions, Used as Basis for Height Restriction Relaxation and Policy Data
Jung-gu, Seoul (Mayor Kim Gil-seong) will conduct a 'Resident Awareness Survey for Rational Relaxation of Namsan Height Restrictions' targeting landowners and residents within the Namsan height district starting from the 13th.
This is the first time the district has extensively sought residents' opinions regarding height restrictions.
The survey aims to specifically identify residents' usual thoughts on Namsan height restrictions and related inconveniences, collecting important evidence and policy data for future efforts to relax height restrictions in Jung-gu.
To enhance professionalism and reliability in survey execution and data processing and analysis, the survey will be conducted in collaboration with a professional polling company.
The questions cover ▲residential environment satisfaction ▲basic awareness of the Namsan height district ▲degree of property rights infringement due to height restrictions ▲the rational scope of relaxation as perceived by respondents ▲willingness to renovate residences if relaxed ▲public support needed if restrictions are maintained, totaling 20 questions.
The survey will be conducted both in-person and online. In-person surveys will be carried out by investigators randomly visiting landowners within the height district. Online participation is available through Jung-gu’s online platform 'Onttong Jung-gu.' Additionally, telephone surveys can be conducted upon prior application, and completed questionnaires can be mailed. The deadline is April 7.
To increase participation, Jung-gu has sent notices and questionnaires to all landowners within the Namsan height district. The district covers approximately 1.11 million square meters, comprising 2,200 parcels with about 2,500 landowners.
The district will organize and analyze survey responses by the end of April and announce the final results in early May. Furthermore, the findings will be reviewed as key issues in the ongoing research project (Review and Basic Plan for Relaxation of Namsan Height Restrictions) and proposed to Seoul City for inclusion in the height district redevelopment project.
Since 1995, Namsan height restrictions have limited building heights to 12?20 meters depending on the zone. This has blocked even small-scale developments, excessively restricting residents' property rights, while the residential environment and infrastructure within the height district have deteriorated to a serious level, causing significant inconvenience to residents.
Kim Gil-seong, Mayor of Jung-gu, stated, "Through this resident awareness survey, we will gather voices that have long been unheard and widely promote the district’s efforts to relax height restrictions, thereby encouraging greater interest and participation."

Dongdaemun-gu (Mayor Lee Pil-hyung) held the final report meeting for the Basic Plan of the City of Flowers at 3 PM on the 7th, presenting a blueprint for becoming a city filled with floral fragrance.
The meeting was attended by a total of 20 people, including Mayor Lee Pil-hyung, related officials, and external experts, discussing various opinions on future directions and implementation plans for creating the City of Flowers.
Since November last year, the district analyzed the conditions for the basic survey of the City of Flowers, considering the region’s history, culture, and natural characteristics. Reflecting expert opinions from various fields, feasible partial plans were established, proposing 3 goals, 6 strategies, and detailed projects to create a refreshing environment, a daily life nurtured together, and a blossoming Dongdaemun-gu.
The three goals presented in the basic plan are ▲Creating a city where history and culture flow ▲Creating a city connecting flowers, trees, and people ▲Creating a happy daily life through participation.
Key implementation plans for these goals include, first, discovering stories based on local culture and setting dissemination hubs to expand parks and green spaces. An artificial waterfall will be constructed at the open plaza of Baebongsan Neighborhood Park, beloved by residents, providing a visual attraction, and a woodworking education center and other experiential spaces will be created along the Cheonjangsan forest trail.
Second, in connection with the carbon-neutral city initiative, climate crisis-responsive spaces will be secured and pedestrian-friendly practices promoted. Alongside ongoing street maintenance projects, efforts will be made to expand tree planting for carbon absorption, increase roadside greenery, and create street gardens, leading the creation of a city connecting flowers, trees, and people.
Third, strategies for spreading garden culture and sustainably operating the City of Flowers have been prepared. Gardeners will be trained through professional education courses, and opportunities for urban agriculture participation will be expanded, nurturing a fragrant City of Flowers together with residents.
Lee Pil-hyung, Mayor of Dongdaemun-gu, said, “Through this report meeting, we have presented development directions for the future of Dongdaemun-gu. Based on the basic plan, we will establish detailed plans and create a Dongdaemun-gu filled with floral fragrance.”
