Small-scale Artificial Intelligence is More Efficient

Gyeongbuk Province is seeking ways to utilize ‘ChatGPT in administration’ to normalize artificial intelligence in daily life.


The province is exploring ways to apply the conversational AI platform ‘ChatGPT,’ which is a global issue, to administration, aiming to lay the groundwork for an ‘intelligent government’ in the AI era.


On the 22nd of last month, Gyeongbuk Province formed a ChatGPT Administrative Utilization Task Force led by the Deputy Governor, focusing on discovering pilot cases to improve administrative work efficiency using AI.


As the three main policy directions, they proposed strengthening civil servant education for AI normalization, continuously utilizing ChatGPT to escape routine tasks, and establishing public-private partnership collaborations for local government intelligence.

To normalize AI like ChatGPT, understanding new technologies and learning from precedents are essential. Centered on the Gyeongbuk Human Resources Development Institute, the plan is to strengthen AI education courses including ChatGPT and enhance field training to experience new technologies.


Additionally, a new ‘Vision School’ will be established to strengthen AI policy mindset among senior officials, with regular policy meetings planned.


They also decided to create and spread exemplary cases of ChatGPT use to help civil servants escape routine tasks.


First, they plan to encourage ChatGPT use mainly among young civil servants proficient in new technologies on the ground and hold ‘Productivity Improvement Case Report Meetings’ to allow tangible improvements in administrative efficiency.


As a long-term project, Gyeongbuk Province plans to build an ‘Interactive Conversational Gyeongbuk Knowledge Platform’ that can utilize policy research services, work plans, and statistical data conducted at the provincial level through conversational AI. To this end, they will collaborate with domestic IT companies and universities to carry out projects integrating AI technologies owned by private companies into administration.


Governor Lee Cheol-woo emphasized, “With the spread of high-speed internet networks, electronic government has been established beyond administrative computerization, reducing documents through digital records within administrative organizations, and expanding participation of lower management in policy decisions. Once AI is fully introduced into administration, routine tasks will be handled by AI, allowing civil servants to focus on more creative policy activities, and the benefits will return to the people.”


On the 6th, Gyeongbuk Province held an expert meeting at the provincial office with key senior officials participating to discuss AI integration including ChatGPT utilization in administration. The meeting featured a lecture by Professor Yoo Hwan-jo, one of Korea’s top AI experts from POSTECH, followed by discussions and consultations on administrative applications.


Professor Yoo concurrently holds endowed professorships at Kakao and Naver, was selected as one of the ‘Top 100 Technologies and Leaders Driving Korea in 2025’ by the National Academy of Engineering, and has extensive experience consulting and lecturing on AI transformation for major corporations such as Samsung and Hyundai Motor Company, making him one of the nation’s leading experts.


Professor Yoo defined AI as a combination of language models and algorithms, explaining that the core lies in how data in various languages is trained to produce accurate outputs. He also emphasized the need for substantial computing power and cloud environments to utilize language models as AI.


He added that continuous investment of large-scale capital is ultimately the shortcut to realizing AI at a level similar to human thinking.


The attending Gyeongbuk officials asked many questions about ways to integrate AI like ChatGPT into administration. Professor Yoo advised that avoiding large-scale AI systems and instead building a Gyeongbuk-specific AI platform capable of training small-scale language models would be faster and more effective.


He further pointed out, “While AI is the right direction for us to move forward, ChatGPT often delivers inaccurate answers as if they were correct. It is true that using it directly in administration, where trust is crucial, involves inefficiencies and risks.”


Deputy Governor Kim Hak-hong, who presided over the meeting, stated, “The Fourth Industrial Revolution era is a technological revolution where machines work and humans focus on free and creative activities. We will do our best to make Gyeongbuk a model case on the path to an intelligent government by integrating AI technologies represented by ChatGPT into administration.”
