O Tae-wan, Uiryeong County Governor, Holds '3 Noes Executive Meeting'

Improving the Structure of the Executive Meeting through Thematic Discussions

On the 6th, Uiryeong-gun, Gyeongnam, held an executive meeting that broke away from the traditional format and introduced a special and new method characterized by three "no's."


County Governor Oh Tae-wan emphasized, “The specific method will be discussed with the deputy governor and heads of departments and bureaus, but the core of the executive meeting is ▲No paper ▲No reporting ▲No assigned seats.”


Governor Oh explained, “The executive meeting will be conducted with the ‘3 No’s,’ meaning ▲a meeting without formal documents ▲a meeting without sequential presentations and one-way instructions ▲a meeting without fixed seating arrangements.”

The absence of ‘fixed seating’ means that instead of department heads, skilled officials who are proficient in practical work should attend the meeting when necessary.


Governor Oh instructed to break down the barriers between departments to encourage anyone to engage in active discussions and share even the smallest pieces of information, and to create multiple meeting rooms through spatial adjustments within the county office that all departments can freely access and use.


He also urged to avoid unnecessary document-centered reporting and to bring even one more ‘small idea’ that can spark innovation.


The county stated that Governor Oh’s remarks aim to move away from standardized and vertical meeting practices and promote county administration that enhances productivity through realistic work sharing concentrated with expertise and capabilities, and in-depth discussions by topic.


Governor Oh said, “At the county office, I will continue conversations with young employees, and in the field, I will focus more on communication administration with citizens,” adding, “We will cultivate new changes through collective intelligence.”
