For Registered Persons with Disabilities Residing in Gwangjin-gu … Automatic Enrollment Without Separate Application
Coverage up to 20 million KRW per accident for bodily injury or property damage caused to others while operating electric mobility aids; 50,000 KRW deductible
Gwangjin-gu (Mayor Kim Kyung-ho) will support insurance enrollment starting in March to cover accidents occurring during the operation of electric mobility aids such as electric wheelchairs and electric scooters, which serve as transportation for persons with disabilities.
Electric mobility aids are classified as ‘pedestrians’ rather than ‘vehicles’ under the Road Traffic Act, and therefore must be operated on sidewalks. However, due to the difficulty of navigating only narrow sidewalks, many accidents have occurred when operating near roadsides, resulting in cases where insurance coverage was not applicable.
In response, the district enacted the “Seoul Special City Gwangjin-gu Disabled Electric Mobility Aid Insurance Enrollment and Support Ordinance” last December to reduce the psychological and economic burdens that persons with disabilities might face from potential accidents and to enable more active social participation.
Additionally, to ensure that victims of accidents can promptly receive compensation and to minimize social conflicts, the district has promoted insurance enrollment for electric mobility aids.
The insurance support targets registered persons with disabilities residing in Gwangjin-gu who operate electric mobility aids, and enrollment is automatic without a separate application.
The insurance period is one year, from March 1 of this year to February 29, 2024.
The coverage compensates for bodily injury and property damage caused to others during the operation of electric mobility aids, with a maximum coverage amount of 20 million KRW per accident and a deductible of 50,000 KRW.
Claims can be filed through the “Electric Mobility Aid Insurance Dedicated Consultation Center,” where inquiries can also be made at any time. Insurance claims must be submitted within three years from the date of the accident.
Mayor Kim Kyung-ho of Gwangjin-gu stated, “Electric mobility aids are the feet of persons with disabilities, enabling them to go anywhere. We hope this insurance, prepared for unforeseen accidents, will provide psychological and economic support,” and added, “We will do our best to create a warm welfare administration in Gwangjin-gu where no one is left behind.”
