13 Safe Return Home Scouts Selected... Inauguration Ceremony and Basic Work Training Held on the 28th, Activities to Begin in March
Dongdaemun Police Station’s Community Safety and Traffic Divisions Collaborate to Appoint Safe Return Home Scouts as Civilian Patrol Officers
Dongdaemun-gu (Mayor Lee Pil-hyung) selected 13 Safe Return Home Scouts for 2023 and held an inauguration ceremony and basic work training on the 28th.
The ‘Safe Return Home Scout’ program supports vulnerable groups to return home safely and patrol crime-prone areas such as dark and secluded alleys.
Last year, the district became the first nationwide to collaborate with the local police station to appoint Safe Return Home Scouts as civilian patrol officers. This year, the district plans to continue appointing scouts as civilian patrol officers in cooperation with the Dongdaemun Police Station’s Community Safety and Traffic Divisions, entrusting them with the role of local safety guardians.
Last year, the scouts, district officials, and Dongdaemun Police Station personnel conducted a total of 16 joint late-night inspections, checking over 300 security CCTVs and emergency bells, achieving 54 repairs and improvements of security facilities and installing six new security devices.
The Safe Return Home Scouts appointed on the 28th will begin activities to prevent crime starting in March. Residents wishing to use the Safe Return Home Scout service can apply by calling the Dongdaemun-gu Office Situation Room or the 120 Dasan Call Center 30 minutes before use, or through the Seoul city ‘Ansim-i’ application. Service hours are Monday from 10 PM to midnight, and Tuesday to Friday from 10 PM to 1 AM.
Lee Pil-hyung, Mayor of Dongdaemun-gu, said, “Dongdaemun-gu will maintain constant communication and cooperation with local institutions such as the Dongdaemun Police Station to ensure our residents have a safe living environment and will do our best to enhance local safety.”

Mayor Kim Tae-woo Expresses Deep Gratitude and Respect for Volunteers’ Dedication
Kim Tae-woo, Mayor of Gangseo-gu, Seoul, presented commendations on the 28th to individuals who have contributed to community harmony and regional development across the district, expressing his gratitude.
The district held a commendation ceremony at 2 PM in the large conference room of the district office, awarding commendations to 10 citizens who have led community contributions through talent donations, volunteer activities, and various other means.
The commendation recipients, including Kim Hong-sook and Seo Mi-sun from Hwagokbon-dong, Kang Im-seon from Ujangsan-dong, and Choi Byung-kwon from Yeomchang-dong, were highly praised for their exemplary roles in the community by conducting school violence prevention campaigns and senior citizen beauty volunteer services.
Additionally, Lee Kwang-chul from Hwagokbon-dong was recognized for leading neighborly love by providing supplies to vulnerable groups and helping to alleviate welfare blind spots. Shin Kyung-ok from Hwagok 3-dong and Lee Kwang-bin from Balsan 1-dong were acknowledged for their contributions to community harmony and creating a warm local society through talent donation and sharing volunteer work.
Kim Chang-hee from Hwagok 8-dong was commended for efforts in crime prevention activities such as patrolling crime-prone areas and supporting women’s safe return home activities. Son Eun-joo from Ujangsan-dong and Noh Soon-rye from Hwagok 3-dong were recognized for their contributions to environmental protection through environmental guidance and energy-saving campaign activities.
Mayor Kim Tae-woo said, “I express my deep gratitude and respect to everyone who has extended a helping hand to neighbors in need throughout the community,” adding, “The district will also lead efforts to accompany the vulnerable by implementing various welfare promotion projects.”

Oh Seung-rok, Mayor of Nowon-gu, held the agreement ceremony for the 20th Senior-Campus Student ‘Under One Roof Generational Empathy (Housing Sharing Project)’ on the afternoon of the 28th at the district office’s planning situation room.
The ‘Under One Roof Generational Empathy’ project shares seniors’ spare living space with university students, providing seniors with companionship and a steady monthly rent income, while offering students affordable and comfortable rooms below the surrounding rental market price.
The district piloted this project in 2013 among Seoul’s autonomous districts, and to date, has connected 240 senior households with 281 university students, becoming a model case of senior-student housing sharing.
The ceremony was attended by Mayor Oh Seung-rok, 10 participating senior households, and 8 university students, proceeding with greetings, project introduction and progress report, signing of the agreement, commemorative photo, and lease contract signing.
Mayor Oh Seung-rok said, “The ‘Under One Roof Generational Empathy’ project is a way to simultaneously address seniors’ loneliness and university students’ housing concerns,” adding, “We will continue to support the project to ensure its activation.”

Eight New Members Appointed, Active Communication on This Year’s Implementation Plans as Main Agenda
Gwangjin-gu (Mayor Kim Kyung-ho) held its first meeting of the year on the 28th at the district office’s planning situation room, with about 30 members of the Community Social Security Council (co-chaired by private sector leader Kim Kyung-jip) in attendance.
The meeting began with the presentation of appointment letters to eight new members and addressed last year’s activity achievements and the 2023 annual implementation plan (draft) as key agenda items.
Mayor Kim Kyung-ho said in his remarks, “The Gwangjin-gu Community Social Security Council has served as a hub for public-private cooperation to solve various welfare issues in the community,” adding, “We will continue to strengthen an organic cooperation system to actively identify welfare blind spots and realize companionship with the vulnerable.”
