The Lottery Commission and the Public Procurement Service announced on the 23rd that the priority negotiation partner for the 5th lottery consignment project, which will operate the lottery business for five years from 2024 to 2028, will be changed from the existing Haengbok Lottery (Camsys) consortium to the runner-up 'Donghaeng Lottery' consortium.
The Lottery Commission explained the reason for the change, stating, "During the document verification process of the Haengbok Lottery consortium according to the 'Request for Proposal,' information inconsistent with the facts was discovered," and added, "After hearing opinions from Haengbok Lottery and reviewing through the Public Procurement Service contract review council, Haengbok Lottery was excluded from the negotiation partners."
Specifically, Haengbok Lottery submitted 'Not Applicable' regarding the imposition of fines, which is an evaluation item (scored 10 points), despite the existence of fines imposed on some evaluation targets (the largest shareholder of member company A). Also, it was revealed that Mr. B, who was to be appointed as co-representative of the Haengbok Lottery consortium (Vice President of member company C), inaccurately stated his major career details related to lottery and similar businesses (an evaluation item).
The Lottery Commission plans to conduct technical negotiations with the Donghaeng Lottery consortium to ensure a stable launch of the next lottery project and sign a contract by March.
