[Asia Economy Reporter Park Jong-il] Yongsan-gu operated an experience booth on the 21st from 1 a.m. to 5 p.m. in front of the exhibition hall on the basement first floor of Yongsan Art Hall to commemorate the 104th anniversary of the March 1st Movement.


At the experience booth, participants created Taegukgi eco-bags and mirrors using stamps and badges. The experience took about 30 minutes, and children from the Yongsan-gu workplace daycare also participated to make Taegukgi eco-bags themselves.

Seoul Jung-gu (Mayor Kim Gil-seong) visited the families of independence patriots on the occasion of the 104th anniversary of the March 1st Movement, attached ‘Independence Patriots Nameplates,’ and invited the families to a meeting to express gratitude for their sacrifices and dedication to the country.


On the 20th, Mayor Kim Gil-seong visited Nam Sang-man, son of the late patriot Nam Young-hee, and Seo Yoon-hwan, grandson of the late patriot Kim Sa-bong, to attach the independence patriots’ nameplates.


Patriot Nam Young-hee participated in the ‘Geonadan’ and was arrested by Japanese police while conducting rural night school movements, enduring severe torture. The government posthumously awarded her the Order of Merit for National Foundation in 1990. Patriot Kim Sa-bong, who participated in the March 1st Independence Movement, was arrested by Japanese police and served prison time, and was recognized with a presidential citation in 2005.


There are 22 families of independence patriots residing in Jung-gu. On the 21st, the district invited 10 families, including Nam Sang-man and Seo Yoon-hwan, to a meeting to check if the descendants of independence patriots face any difficulties in their lives.


One attendee said, “This is the first time the family of a patriot has been invited to the district office, so this occasion is very meaningful,” and added, “I hope continuous interest will be shown so that descendants can live while carrying on the will of their ancestors well.”


Mayor Kim Gil-seong of Jung-gu said, “We cannot discuss the peace and well-being we enjoy today without remembering those who sacrificed and dedicated themselves for the country’s independence,” and added, “Jung-gu will continue to do its best to honor the spirit of independence patriots and treat their families with respect.”

Oh Seung-rok, Mayor of Nowon-gu, Attends Launch Ceremony of Nowon Ddok-ddok-ddok Care Team


Oh Seung-rok, Mayor of Nowon-gu, attended the launch ceremony of the ‘Nowon Ddok-ddok-ddok Care Team’ held at the Nowon-gu Office auditorium at 2 p.m. on the 22nd.


The ‘Nowon Ddok-ddok-ddok Care Team,’ a resident-led care service where neighbors take care of neighbors, identifies welfare blind spots and connects welfare resources.


This year, the district selected a total of 7,104 care recipients who need care, including elderly, disabled, single-parent, and middle-aged single-person households who do not use existing various care services.


The care team consists of 200 residents with high interest and sense of mission for the community. Each neighborhood has 4 to 16 care team members, with each member responsible for about 36 people.


Main duties include surveys of vulnerable groups, identifying care recipients, linking welfare services, home visits, and welfare check-up calls. Regular monitoring by the care team helps quickly detect and respond to neighbors in crisis, providing great assistance.


The launch ceremony proceeded with opening and national anthem, introduction of guests, progress report, mayor’s greeting, certificate presentation, and commemorative photo session.


Mayor Oh Seung-rok of Nowon-gu said, “I ask you to work with the mindset of not missing even a single neighbor in crisis,” and added, “We will continue to actively support the Ddok-ddok-ddok Care Team, which plays a key role in the dense Nowon-type care system.”

Yangcheon-gu Holds High School Admission Briefing Session in Preparation for New Semester


Yangcheon-gu (Mayor Lee Gi-jae) held an admission briefing session for parents of elementary, middle, and high school students at Haenuri Hall in Haenuri Town on the 22nd in preparation for the new semester.


The briefing session was organized to provide students and parents with necessary study methods and admission information to offer practical help in planning students’ academic paths, with about 300 parents participating.


Lecturer Lim Myung-seon, director of the University Journal Career and Admission Research Institute, was invited to provide professional information on preparing for high school admission by type and overall admission processes.


Mayor Lee Gi-jae said, “We will steadfastly promote Yangcheon-type education policies to nurture future talents, befitting the reputation of Yangcheon as an educational special zone.”

Seongdong-gu (Mayor Jung Won-oh) won the grand prize in the basic local government category at the 2nd Senior Welfare Awards hosted by the Korea Senior Citizens Association Central Committee (Chairman Kim Ho-il) on the 21st at the Baekbeom Kim Koo Memorial Hall.


This award, now in its second year, is given to basic local governments that have contributed to improving senior welfare with filial piety spirit. This year, 12 local governments from Busan, Daegu, Gyeonggi, Gangwon, and others received the award, with Seongdong-gu and Gwanak-gu being honored among Seoul’s autonomous districts.


Seongdong-gu is actively responding to diverse senior welfare demands amid rapid aging and increased social participation of the elderly. Last year, the district opened three public senior centers and built the Yongdap-dong Senior Welfare Center in October, expanding senior welfare facility infrastructure. It also actively promoted customized care services, senior job projects, and safety management solutions (IoT) for solitary seniors to establish a stable old-age living guarantee system.


Additionally, the district completed energy efficiency improvements and facility modernization through the zero-energy conversion project of the public Muhak Senior Center. Two more senior centers are planned to open this year, and the district is promoting the conversion of private senior centers to public ones to create safer and more comfortable environments.


This year, Seongdong-gu has established a comprehensive senior welfare plan investing 124.4 billion KRW, 16% of the district budget, in 37 senior welfare projects to accelerate demand-oriented customized welfare services. Especially, a senior welfare center and daycare center are being built within a public complex building in Songjeong-dong, scheduled to open in September.


Mayor Jung Won-oh of Seongdong-gu said, “Winning the Senior Welfare Award this year is the result of joint efforts with the Korea Senior Citizens Association Seongdong Branch, working with a filial heart for seniors’ welfare,” and added, “We will continue warm administration to create an age-friendly city where everyone is happy.”

Mapo-gu Opens Intelligent Informatization Center... Park Kang-su, Mayor of Mapo-gu, Says “Digital is the Foundation of Administration”



Mapo-gu (Mayor Park Kang-su) announced on the morning of the 22nd that it opened the Intelligent Informatization Center (7th floor of Mapo-gu Office) for proactive administration based on digital infrastructure.


At the opening ceremony, Mayor Park Kang-su, the center director, and related officials attended, conducted a ribbon-cutting ceremony, and toured facilities such as the information security control center while receiving explanations.


The Intelligent Informatization Center was newly established to proactively respond to accelerating digital transformation, improve the quality of administrative services, and strengthen Mapo-gu’s competitiveness. In the future, it will be responsible for ▲collecting data by field ▲developing and operating information systems ▲developing linkage programs ▲analyzing big data services tailored to demand, and special projects requiring IT technology.

Emphasizes the Necessity of GTX-D Route through Gangdong-gu to Meet Increasing Metropolitan Transportation Demand

Established Transportation Task Force Team and Reinforced Transportation Experts Early This Year to Improve Transportation Welfare



Lee Soo-hee, Mayor of Gangdong-gu, met with Won Hee-ryong, Minister of Land, Infrastructure and Transport, on the 21st to emphasize the urgent need for the GTX-D line to pass through Gangdong-gu, one of the district’s pressing transportation issues, and repeatedly requested active reflection, the district announced on the 22nd.


Attracting the GTX-D line is the top priority to become the center of the eastern metropolitan area.


Currently, the district expects its population to reach 550,000 after 2025 due to large-scale reconstruction, redevelopment, and business complex development, but Gangdong-gu, the transportation hub of the eastern metropolitan area, is excluded from the metropolitan express railway lines, leaving no metropolitan transportation measures for travel to Seoul city center and major southern metropolitan hubs.


In particular, although the district actively cooperated with the government’s public housing construction projects such as the Godeok Gangil district and Gangil 1 and 2 districts, residents have suffered severe transportation inconveniences, and the situation has reached its limit.


For the ‘Metropolitan Transportation 2030’ core task announced in October 2019, which aims to establish a metropolitan railway network connecting major metropolitan hubs within 30 minutes, the role of the Gangdong-gu route is very important. Connected with subway lines 5, 8, and 9, it not only quickly links major metropolitan points but also strengthens accessibility to the Gangnam area, promoting balanced development of the metropolitan area. Therefore, routing GTX-D through Gangdong-gu is essential.


Accordingly, the district conducted its own feasibility study in 2020 for routing GTX-D through Gangdong-gu. The results showed economic feasibility for all three alternatives (Godeok, Gildong Ecological Park, Cheonho), and the district requested the Ministry of Land, Infrastructure and Transport to route through Gangdong-gu. However, in July 2021, the Ministry announced the ‘4th National Railway Network Construction Plan,’ reducing the GTX-D line to run from Gimpo Janggi Station to Bucheon Sports Complex.


Since then, with the inclusion of ‘new GTX lines’ expansion in the president’s national agenda, the Ministry is conducting an ‘Integrated Planning Study for Metropolitan Express Railway Expansion.’ The district is continuously consulting and requesting related agencies, including the Ministry, to ensure GTX-D passes through Gangdong-gu.


Additionally, this year, 200 million KRW was allocated from city funds for a preliminary feasibility re-examination study for the direct connection project of subway line 5. The district is actively negotiating with the Ministry of Land, Infrastructure and Transport and Seoul City to supplement the necessity and urgency of the project so that it can be selected as a ‘preliminary feasibility study target project’ by the Ministry of Strategy and Finance.


Since taking office, the mayor has met the Minister of Land, Infrastructure and Transport three times to actively request the GTX-D routing through Gangdong-gu and the direct connection of line 5, established a transportation task force team in January this year, and reinforced transportation experts to make every effort to improve transportation convenience for Gangdong residents.


Mayor Lee Soo-hee of Gangdong-gu said, “According to a pledge survey conducted last year, transportation was ultimately what residents wanted most,” and added, “Routing GTX-D through Gangdong-gu is essential to meet the rapidly increasing metropolitan transportation demand. I will personally monitor transportation network construction projects and work hard to improve transportation welfare, the district’s biggest pending issue.”

Onyu Pharmacy Donates Nutritional Supplements Worth 23 Million KRW to Jongno-gu



Jongno-gu (Mayor Jeong Moon-heon) received nutritional supplements worth 23 million KRW from Onyu Pharmacy and Onyu Bio on the 21st.


The donated items include 5,260 nutritional supplements such as multivitamins and vitamin C, which will be distributed to Dream Start families and low-income residents in the area.


Onyu Pharmacy and Onyu Bio have been leading support for vulnerable groups in Jongno-gu, including sponsoring Dream Start families, and decided on this donation to strengthen children’s immunity and health management during seasonal changes.

Seoul Gangseo-gu Achieves ‘Excellent Institution’ in Innovation Evaluation for Two Consecutive Years

Received Excellence Award and Financial Incentives in the Ministry of the Interior and Safety’s ‘2022 Local Government Innovation Evaluation’

Innovative Projects Such as ‘Comprehensive Real Estate Tax One-Stop Consultation Desk’ Received High Praise



Seoul Gangseo-gu (Mayor Kim Tae-woo) was selected as an excellent institution in the Ministry of the Interior and Safety’s ‘2022 Local Government Innovation Evaluation.’


Being selected as an excellent institution for two consecutive years, the district’s efforts for administrative innovation were recognized once again.


The local government innovation evaluation assesses innovation efforts and achievements annually for 17 metropolitan local governments and 243 basic local governments nationwide to create ‘resident-experienced innovation outcomes’ and ‘strengthen institutional innovation capabilities.’


This evaluation was conducted in five categories: ▲institutional autonomous innovation ▲participation and cooperation ▲resident-tailored administration ▲work style innovation ▲innovation diffusion and public perception.


The district received good evaluations compared to other local governments in most categories.


In particular, the operation of the ‘nation’s first comprehensive real estate tax one-stop consultation desk,’ promoted in collaboration with Gangseo Tax Office, stood out.


Initiated by Mayor Kim Tae-woo’s idea, the ‘comprehensive real estate tax one-stop consultation desk’ was the first nationwide to resolve taxpayers’ inconvenience of going back and forth between two institutions, the tax office and the district office, greatly improving tax payment convenience and contributing to mutual understanding and future cooperation between institutions.


Also, the ‘Vacant Lease Damage Prevention’ task force team, composed of experts from Gangseo Police Station and the Korea Association of Certified Realtors, actively engaged in cracking down on illegal brokerage activities and providing counseling to prevent lease fraud, gaining attention.


Additionally, the district received high scores for various innovative projects that residents can feel, such as ▲24-hour mental emergency public bed operation ▲operation of ‘Resident Jury Panel’ for pledge fulfillment evaluation ▲operation of ‘Gangseo Metaverse Experience Center’ for district promotion.


With this excellent institution selection, the district will receive awards and special grants as financial incentives.


Mayor Kim Tae-woo said, “This is the result of the district’s innovative administration achieved through small and large changes being recognized externally,” and added, “We will continue to lead improvements in customs and systems with a public service atmosphere that does not fear change and innovation, and do our best for public service innovation that residents can experience.”
