[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province is strengthening 'contract review' in the safety sector.
Contract review is a system that, according to the Local Contract Act, examines the appropriateness of cost estimation before bidding or contracting for construction, services, or goods procurement ordered by local governments, to determine whether the estimated price has been set too low or too high.
Since 2016, the province has introduced the 'Contract Review Cost Analysis Advisory Group' to secure objectivity and expertise in review results by reflecting the opinions of private experts. Currently, 78 private experts from 13 fields, including civil engineering and architecture, participate in the advisory group.
The province plans to newly establish two fields in the advisory group: construction safety and fire safety (electrical and mechanical), and appoint a total of six private experts in the safety sector as advisory members.
They will review the appropriateness of the application of public law, items, and specifications for projects ordered by the province, cities/counties, and public institutions, and provide advice on securing construction safety.
In particular, they will carefully examine whether the necessary expenses for preventing safety accidents at work sites are properly reflected and whether residents can safely use the facilities after project completion.
Along with this, the province plans to strengthen on-site inspections during contract reviews for remodeling and design change works to improve construction quality tailored to the characteristics of the worksite and to proactively eliminate factors that threaten worker safety.
Choi Eun-soon, the province’s auditor, said, "Due to recent various accidents, residents' interest in the safety sector is high. We will strengthen on-site inspection reviews to reflect the characteristics of each project and fulfill our role so that residents can spend their daily lives in safe workplaces through the operation of the 'Safety Advisory Group' composed of professionals with field experience and expertise."
