Jeonnong 9 Near Cheongnyangni Station Designated as Maintenance Zone for Public Redevelopment

Aged Houses Transformed into Residential Area with Over 1,100 Households
Relocation of Old Community Center and Plans for Commercial and Cultural Facilities

[Asia Economy Reporter Onyu Lim] Jeonnong 9 District in Dongdaemun-gu, Seoul, near Cheongnyangni Station and the University of Seoul, will be transformed into over 1,100 new apartment units through public redevelopment.


On the 20th, the Seoul Metropolitan Government announced that the Urban Planning Committee’s Rapid Integrated Planning and Maintenance Project Subcommittee conditionally approved the designation of Jeonnong 9 District as a housing redevelopment maintenance zone and the maintenance plan decision.

Jeonnong 9 Near Cheongnyangni Station Designated as Maintenance Zone for Public Redevelopment

This area was designated as a maintenance planned zone in 2004 but faced difficulties in private redevelopment due to issues such as fractional ownership of newly built villas, resulting in long-term project stagnation in this aging and deteriorated residential area. Since being selected as a public redevelopment candidate site in March 2021, the Korea Land and Housing Corporation (LH) resolved conflicts among residents regarding move-in rights and facilitated agreement. They requested designation as a maintenance zone through the public redevelopment method, and the designation was approved through this review. A Seoul city official stated, "Through efficient maintenance projects, the deteriorated residential environment will improve and the urban landscape will be enhanced."


Jeonnong 9 District is adjacent to Cheongnyangni Station, a planned GTX metropolitan hub, and close to the University of Seoul. Considering this, the mixed-use zoning of Type 2 General Residential Area (7 floors) and Type 3 General Residential Area will be upgraded to Type 3 General Residential Area. Seoul plans to expand housing supply reflecting the demand for youth and diverse housing types.


Through this review, a plan was finalized for a floor area ratio of up to 300%, a building coverage ratio of up to 50%, a maximum height of 35 floors, and a total of 1,159 households (including 239 public rental units). Public rental housing will include medium to large-sized units and social mixed arrangements to accommodate various housing demands.


Additionally, a new public office building will be constructed along the University of Seoul road to relocate the aging existing community center, and facilities such as youth startup support and fashion sewing support centers will be established. The lower floors of the office building will include commercial and cultural facilities such as a book caf? to activate the streetscape along the University of Seoul road. A park linked to the public office will be arranged to create green space lacking in the area and provide leisure space for local residents.


Along the railway adjacent to Cheongnyangni Station, a 6-meter road is planned to allow passage in connection with future railway undergrounding and other metropolitan plans.


A Seoul city official said, "With the decision on the Jeonnong 9 District public redevelopment project maintenance plan, not only will housing supply in the Jeonnong-dong area increase, but high-quality public housing reflecting the characteristics of station areas and university districts will be secured, contributing to housing stability for youth and low-income residents."
