Ministry of the Interior and Safety, Second Review After Enforcement of the Data-Based Administration Act
[Asia Economy Reporter Kiho Sung] The Ministry of the Interior and Safety conducted the 2022 "Data-Based Administration Status Inspection and Evaluation" targeting 467 institutions, including 45 central administrative agencies, 243 local governments, and 179 public institutions, to comprehensively review the current operation status of data-based administration and reflect the findings in policy improvements. The results were announced on the 19th.
This inspection covered 12 detailed indicators across four areas: ‘Data-Based Administration Governance,’ ‘Shared Data Registration,’ ‘Data Analysis and Utilization,’ and ‘Capacity Building for Utilization.’
When summarizing the 2022 data-based administration inspection results by institution type, central administrative agencies, metropolitan local governments, and public institutions under central administrative agencies showed relatively superior levels of data-based administration operation compared to basic local governments and public institutions under metropolitan local governments.
By area, the ‘Data-Based Administration Governance’ and ‘Capacity Building for Utilization’ sectors were relatively favorable, whereas the ‘Analysis and Utilization’ sector showed a need for improvement.
Looking into each area in detail, first, in the ‘Data-Based Administration Governance’ sector, institutions generally fulfilled tasks such as expanding data-based administration personnel and appointing data-based administration officers. A total of 116 institutions, including the Ministry of Personnel Management, Sejong Special Self-Governing City, Gokseong County in Jeollanam-do, and Korea Technology Finance Corporation, received relatively high scores.
Second, in the ‘Shared Data Registration’ sector, most institutions complied with registering designated shared data according to laws, and both the number of voluntarily registered data and the number of institutions increased compared to last year. A total of 73 institutions, including the Ministry of the Interior and Safety, Gyeonggi Province, Seo District of Daejeon Metropolitan City, Gwangju Metropolitan City Urban Railway Corporation, National Health Insurance Service, and Korea Employment Information Service, received relatively high scores.
Third, in the ‘Data Analysis and Utilization’ sector, the discovery rate of data analysis and utilization projects was high, and the reflection of data analysis and utilization policies was also excellent. A total of 93 institutions, including the Korea Meteorological Administration, Chungcheongnam-do, Eumseong County in Chungcheongbuk-do, and Korea Credit Guarantee Fund, received relatively high scores.
Finally, in the ‘Capacity Building for Utilization’ sector, educational achievements were favorable, and many institutions diagnosed their members’ data utilization capabilities and established improvement plans. A total of 227 institutions, including the Rural Development Administration, Busan Metropolitan City, Buk District of Daegu Metropolitan City, Human Resources Development Service of Korea, Korea Racing Authority, and Small and Medium Business Corporation, received relatively high scores.
The Ministry of the Interior and Safety plans to publish the inspection results on its website and disseminate best practices to spread the atmosphere of data-based administration activation across all institutions, as well as award government commendations to outstanding institutions.
Jung Seonyong, Director of the Government Innovation Organization Office at the Ministry of the Interior and Safety, stated, “The first inspection including public institutions since the enforcement of the Data-Based Administration Act has raised awareness of data-based administration overall and was meaningful in spreading the cultural establishment of data-based administration within institutions.” He added, “We will continue to strive to enhance the effectiveness of policies through data-centered scientific administration and provide public services that citizens can tangibly experience.”
