233 Unauthorized Passes Without Paying Highway Tolls
A former city council member was sentenced to prison for stalking a woman he previously dated and her daughter 100 times and illegally passing through a highway Hi-Pass lane 233 times.
According to Yonhap News on the 17th, Shin Gyosik, chief judge of the Chuncheon District Court Criminal Division 3, sentenced Mr. A (64), who was detained and prosecuted on charges of violating the Act on the Punishment of Stalking Crimes and the Act on the Punishment of Sexual Violence Crimes (indecent acts using communication media), to three years in prison. He was also ordered to complete 40 hours each of stalking treatment and sexual violence treatment programs, along with a five-year employment restriction at institutions related to children, adolescents, and persons with disabilities.
Mr. A, who served as a city council member in the Seoul metropolitan area over a decade ago, was tried on charges of committing stalking crimes 64 times over nine months from late October 2021 to early August last year, including sending B (43), a woman he once dated, videos of sexual intercourse between unknown men and women and nude photos of himself via messenger.
Despite a court order prohibiting him from approaching within 100 meters of B’s residence and from sending phone calls or emails, Mr. A was additionally charged with violating these provisional measures by calling B 19 times and leaving six voice messages in early August last year. Furthermore, Mr. A repeatedly sent 11 messages causing anxiety or fear to C (20), B’s daughter, over five days starting in early August of the same year.
In addition, Mr. A was tried on consolidated charges for failing to pay highway tolls amounting to approximately 1.11 million won. From early December 2021 to September last year, he illegally passed through the highway Hi-Pass toll gate 233 times over ten months.
Chief Judge Shin stated, "Although Mr. A shows some remorse for his wrongdoing, it is recognized that he did not refrain from committing crimes during the recidivism period," and added, "Considering the number and methods of each offense, the very serious nature of the crimes, the lack of settlement with the victims, and all other circumstances, the sentence was determined."
