Confirmed Boundary Adjustment Between Jung-gu and Michuhol-gu, Incheon City

Approved at the State Council Meeting... Effective from the 24th of Next Month

[Asia Economy Reporter Kiho Sung] The Ministry of the Interior and Safety announced that the "Regulations on the Change of Jurisdictional Boundaries between Jung-gu and Michuhol-gu in Incheon Metropolitan City," which changes the jurisdictional boundaries between Jung-gu and Michuhol-gu in Incheon Metropolitan City to resolve resident inconveniences caused by discrepancies between administrative districts and living zones, was approved at the Cabinet meeting on the 14th. The regulation is scheduled to be enforced from the 24th of the following month, 30 days after its promulgation, to allow for cadastral record adjustments accompanying the jurisdictional boundary changes.

Incheon Metropolitan City adjusted the boundary to Michuhol-gu jurisdiction by forming and operating a 'Boundary Change Autonomous Council' consisting of local government officials, council members, residents, and experts to resolve resident inconveniences caused by the residential complex apartment within the Sungui Sports Complex urban development project area being divided between Jung-gu and Michuhol-gu jurisdictions.


The Ministry of the Interior and Safety established a new procedure for adjusting jurisdictional boundary changes in the 'Local Autonomy Act' to resolve the issue of prolonged resident inconveniences when boundary changes are difficult due to lack of agreement between related local governments.


In February last year, Incheon Metropolitan City applied to the Ministry of the Interior and Safety for boundary change adjustment. In response to the Ministry's request, in May of the same year, a 'Boundary Change Autonomous Council' consisting of 20 members including officials, council members, residents, and experts from Incheon Metropolitan City, Jung-gu, and Michuhol-gu was formed and operated. As a result of discussions, it was agreed in August of the same year to incorporate the relevant area into Michuhol-gu.


Choi Hoon, Director of the Local Autonomy Balanced Development Office at the Ministry of the Interior and Safety, evaluated, “The newly introduced boundary change adjustment system is a public deliberation process that seeks reasonable adjustment plans through the participation of local residents and experts,” and added, “We ask that this system be actively utilized in the future to resolve resident inconveniences caused by discrepancies between administrative districts and living zones.”
