‘2023 Busan City Labor-Management-Government Council Plenary Meeting’ Held

Improving the Dual Structure of the Labor Market and Creating Safe Workplaces

Adoption of the 'Joint Declaration' at City Hall on the 13th at 4:30 PM

[Asia Economy Yeongnam Reporting Headquarters Reporter Dong-guk Lee] Busan City will hold the ‘2023 Busan City Labor-Management-Government-Civil Council General Meeting’ at 4:30 PM on the 13th on the 26th floor of Busan City Hall.

The Busan City Labor-Management-Government-Civil Council is a body that deliberates on employment and labor issues, composed of labor and management representatives, labor and labor-management experts, citizens, and public officials. It started its first term in 2011 and formed the 6th council last December.


At the meeting, 22 members are expected to attend, including Mayor Park Hyung-joon (Chairman of the Labor-Management-Government-Civil Council), Seo Young-gi, Chairman of the Korean Confederation of Trade Unions Busan Headquarters, Shim Sang-gyun, Chairman of the Busan Employers Federation, Yang Seong-pil, Director of the Busan Regional Employment and Labor Office, heads of related organizations, various experts, and civic groups.


The meeting will proceed with ▲appointment of new members of the 6th Busan City Labor-Management-Government-Civil Council ▲report on the 2022 labor-management-government-civil cooperation activation project achievements and 2023 project promotion direction ▲deliberation on the draft joint declaration of labor-management-government-civil representatives.


In particular, the joint declaration of labor-management-government-civil representatives is expected to include practical measures among labor, management, government, and civil sectors to solve two major challenges: ‘improving the dual structure of the Busan regional labor market and creating a safe workplace.’


Based on its experience as an excellent local government selected for three consecutive years, including being named the ‘Best’ local government for labor-management-government cooperation by the Ministry of Employment and Labor in 2022, the city plans to resolve these challenges through mutual cooperation among labor, management, government, and civil sectors. Especially, through the establishment of a dedicated organization and self-risk assessment system implemented last year, which led to a 45% reduction in industrial accident fatalities, the city will continue to strive to reduce industrial accidents by building an autonomous prevention system in industrial sites.


Mayor Park Hyung-joon stated, “Improving the dual structure of the labor market is to secure the soundness of labor and to make our society healthier. Our Busan has been recognized by the Ministry of Employment and Labor as the ‘best city with excellent harmony among labor, management, government, and civil sectors,’ and we will continue to improve the irrationalities of the labor market and establish safety in the labor field through cooperation and harmony.”
