Audit Results Confirm Legitimacy of GTX-C Dobong Section Underground Construction and Private Investment Eligibility

Presentation to Private Investment Review Committee and Announcement of Dobong Section Confirmation Expected Before and After Implementation Agreement
[Asia Economy Reporter Park Jong-il] Following the recent audit results on the underground construction of the GTX-C line Dobong section, the Board of Audit and Inspection requested the Ministry of Land, Infrastructure and Transport to prepare a reasonable implementation alternative that aligns with the project’s purpose. Accordingly, the Ministry commissioned the Public Investment Management Center (PIMAC) to review the private investment eligibility.
On the 10th, the private investment eligibility review results were notified to the Ministry of Land, Infrastructure and Transport, confirming that both the aboveground and underground construction options for the GTX-C line Dobong section are eligible for private investment.
The purpose of this re-examination of private investment eligibility is to determine whether the significant changes?such as aboveground construction of the Dobong section and the addition of new stations?are suitable for private investment, differing from the original plan. The Ministry of Economy and Finance’s judgment that underground construction of the GTX-C Dobong section is appropriate as a private investment project is expected to influence the Ministry of Land, Infrastructure and Transport’s final decision.
Since the launch of the 8th local government administration, Dobong-gu has repeatedly visited the Presidential Office’s Senior Secretary for Civil Society, the Minister of Land, Infrastructure and Transport, and the Mayor of Seoul to express its position that the underground construction of the Dobong section must be realized to restore trust in government policy, eliminate discrimination against outer regions, and correct procedural issues. This recent result marks the fruition of those efforts.
Oh Eon-seok, Mayor of Dobong-gu, stated, “The underground construction of the Dobong section has been progressing without issues under previous higher-level plans, and both the public audit and the re-examination of private investment eligibility confirm this.” He added, “With the eligibility approval for both aboveground and underground construction, along with last year’s public audit results from the Board of Audit and Inspection, we have secured sufficient justification for promoting the underground construction of the Dobong section. We look forward to the Ministry of Land, Infrastructure and Transport’s wise final decision.”
