‘Expansion of Whistleblower Rewards’ Pledge Project Completed with Ordinance Revision
Zero Tolerance Punishment for Corruption Such as Improper Bribery Culture

[Asia Economy Reporter Park Jong-il] Seoul Gangseo-gu (Mayor Kim Tae-woo) will provide whistleblowers with rewards up to 10 million KRW to block public officials’ corruption.
The district announced that it has increased the reward for reporting corruption from the previous 5 million KRW to a maximum of 10 million KRW to create an honest organizational culture.
Mayor Kim Tae-woo, who took office last year, pledged to expand whistleblower rewards for public officials’ corruption as part of his campaign and initiated the revision of the “Seoul Special City Gangseo-gu Ordinance on Reporting Corruption and Payment of Rewards.”
To revise the ordinance, Mayor Kim persuaded the district council and completed the revision on December 28 last year, securing the related budget.
According to the revised ordinance, a reward of up to 10 million KRW will be paid for reporting corrupt acts by public officials such as “accepting money or entertainment,” “using one’s position to gain unfair benefits or causing financial loss to the district through illegal or unfair acts,” and “interfering with other public officials’ fair duties through mediation or solicitation.”
The district stated that it will strictly discipline public officials involved in corrupt acts regardless of their rank or the amount involved, including suspension from their position.
Mayor Kim Tae-woo emphasized, “To become an honest organization, not only the integrity of each public official but also the establishment of an honest organizational culture is most important,” adding, “We will completely eliminate corrupt practices such as violations of the public officials’ code of conduct and lead a trustworthy administration for the residents.”
Meanwhile, since taking office last year, Mayor Kim has been operating various systems for a clean and fair organizational culture, including holding meetings to correct improper bribery culture, applying a zero-tolerance principle for serious corruption, activating the internal whistleblowing system, and introducing a special promotion system.
Thanks to these efforts, the district achieved a grade 2 in the “2022 Public Institution Comprehensive Integrity Evaluation” conducted by the Anti-Corruption and Civil Rights Commission, entering the upper tier for the first time in eight years.

Mapo-gu Community Sports Center Bowling Alley, Expanded to 20 Lanes, Fully Opens to Residents from 7 PM on the 10th
Park Kang-su, Mayor of Mapo-gu, visited the Mapo-gu Community Sports Center bowling alley on the afternoon of the 10th to inspect the facilities and carefully prepare for the reopening after the lane expansion construction was completed.
The Mapo-gu Community Sports Center bowling alley, recently expanded to 20 lanes, will be fully open to residents from 7 PM on the 10th.
To meet the increasing demand for bowling and expand leisure facilities for residents, Mapo-gu expanded the bowling alley at the Mapo-gu Community Sports Center from 12 lanes to 20 lanes. Additionally, to promote physical, mental, and social health through active lifestyle sports, the district is expanding related sports facilities and plans to open public gyms and community center sports facilities 365 days a year, including weekends and holidays, so residents can exercise anytime in their daily lives.
Mayor Park Kang-su said, “One of the five major directions of Mapo-gu’s administration this year is to promote lifestyle sports,” adding, “There is a saying that building one gymnasium can replace three general hospitals. Promoting lifestyle sports greatly contributes to improving residents’ health. Therefore, Mapo-gu will do its best to increase opportunities for residents’ sports and leisure activities, activate lifestyle sports, and enhance residents’ health.”
