[Asia Economy Reporter Park Jong-il] The 724 Ssangmun-dong area in Dobong-gu will be redeveloped using a rapid integrated approach.


Dobong-gu (Mayor Oh Eon-seok) announced that on the 31st of last month, it held a 'Rapid Integrated Planning Housing Redevelopment Project Resident Briefing Session for the 724 Ssangmun-dong Area' at the 3rd floor (Small Performance Hall) of the Dobong-gu Citizens' Hall, attended by over 80 residents.


Seoul City first held a contest for rapid integrated planning candidate sites in September 2021, and the 724 Ssangmun-dong area in Dobong-gu was selected as Dobong-gu's first candidate site in December 2021. Over the course of a year, several expert advisory meetings and resident discussions were held regarding the redevelopment plan, culminating in this opportunity to present the results to the residents.


The 724 Ssangmun-dong area is a representative aging low-rise residential area surrounded by Nohae-ro and Uicheon-ro, including Baekjo Apartment, which was completed 42 years ago, covering an area of 15,035 square meters.


The rapid integrated planning proposal disclosed to residents includes the creation of an eco-friendly waterfront space connected to Uicheon on the southern side of the site, an open community plaza passing through the center of the complex, and a natural skyline plan considering the northern residential area.


If the project proceeds according to the plan, it will supply housing with a maximum height of 25 floors and 305 households, along with resident facilities such as a senior citizens' center, daycare center, community exercise facilities, and a small library. However, the number of units and facilities may change during the project implementation plan development process.


Oh Eon-seok, Mayor of Dobong-gu, said, "We hope the redevelopment project in the 724 Ssangmun-dong area will become a leading model for regional development," adding, "The district will spare no effort to fully support the successful promotion of this redevelopment project."


Rapid integrated planning is a public support plan that creates guidelines harmonizing project performance and public interest by forming a single team of Seoul City, Dobong-gu, and residents from the early stages of redevelopment projects, supporting swift project promotion.


As a result, the previous redevelopment plan establishment period, which took about five years, can now be shortened to within two years, enabling faster project progress.

Kim Tae-woo, Mayor of Gangseo-gu, Seoul, once again expressed his determination to successfully promote redevelopment in the old downtown area for balanced regional development on the 6th.


At 6 p.m. on the same day, Mayor Kim spoke at the ‘Hwagok 6-dong and Deungseo Elementary School Area Moa Town Resident Briefing’ held in the auditorium on the 3rd floor of the Hwagok 6-dong Community Center, saying, "We are tirelessly working day and night to improve the pleasant residential environment of the old downtown area."


The ‘Moa Town Resident Briefing’ was organized to explain the necessity and procedures of the project to residents of Hwagok 6-dong, selected as a candidate site for Moa Town (small-scale housing maintenance management area).


About 150 residents attended the briefing, where explanations were given on ▲ Moa Town and Moa Housing projects ▲ various regulatory benefits such as aging degree and floor area ratio relaxation when promoting Moa Town ▲ comprehensive analysis results of the site and redevelopment plan (draft), including installation of infrastructure such as parking lots and parks.


The Moa Town system is a redevelopment method aimed at improving the residential environment in densely populated multi-family and multiplex housing areas where large-scale redevelopment is difficult. Since it is developed jointly on a block basis, the participation rate of homeowners is a key factor.


The district plans to hold resident briefings to increase understanding and participation for the rapid promotion of Moa Town, and will proceed without delay through consultations with Seoul City and expert advice in the future.


Mayor Kim said, "The Hwagok 6-dong Moa Town candidate site holds significant meaning as the first selected site in the area," adding, "If Hwagok 6-dong becomes a successful role model, the other eight candidate sites are more likely to succeed as well."


He continued, "When residents' interest and passion come together as one, the Moa Town project can be promoted more swiftly," and said, "The district will also do its best to improve residents' living environments."


Meanwhile, Gangseo-gu has nine sites (ranked first in Seoul, accounting for 14% of the total) selected as Moa Town candidate sites. To promptly promote customized redevelopment projects suited to local characteristics, the district has formed and is operating the Old Downtown Revitalization Promotion Team overseeing these efforts.
