Woo Hyeong-chan, Vice Chairman of the Seoul Metropolitan Council, Submits Resolution Urging Unconditional Implementation of Zoning Upgrade to Category 3 General Residential Area for Mokdong Apartment Complexes 1, 2, and 3

[Asia Economy Reporter Park Jong-il] Woo Hyeong-chan, Vice Chairman of the Seoul Metropolitan Council (photo, Democratic Party, Yangcheon 3), has taken the lead in submitting a resolution urging the unconditional upgrade of the zoning designation for Mokdong Apartment Complexes 1, 2, and 3 from the current Category 2 General Residential Area to Category 3 General Residential Area.
The zoning for Mokdong Apartments in Yangcheon-gu, Seoul, is currently Category 2 General Residential Area for Complexes 1, 2, and 3, whereas Complexes 4 through 14 are designated as Category 3 General Residential Area, leading to ongoing issues regarding fairness between the complexes.
This issue stems from the 2003 subdivision of general residential areas when Seoul City, citing balanced development within Yangcheon-gu, downgraded Complexes 1, 2, and 3?which were suitable for Category 3 General Residential Area according to the subdivision manual?to Category 2 General Residential Area.
Meanwhile, in 2019, the Seoul City Urban Architecture Joint Committee designated Mokdong Apartment Complexes 1, 2, and 3 as a special planning zone and decided to upgrade the zoning to Category 3 General Residential Area on the condition of supplying publicly supported private rental housing.
Vice Chairman Woo Hyeong-chan stated, “The zoning upgrade conditioned on the supply of private rental housing differs from the promise made in 2004 at the Seoul City Urban Planning Committee to restore the zoning to Category 3 General Residential Area upon future reconstruction of the Mokdong Apartment complexes.” He strongly urged, “Please upgrade the zoning of Mokdong Apartment Complexes 1, 2, and 3 to Category 3 General Residential Area without any conditions, considering fairness with the nearby Complexes 4 through 14.”
The resolution will be reviewed by the Seoul Metropolitan Council’s Urban Planning and Balance Committee, the relevant standing committee, and then passed in the plenary session during the 316th Seoul Metropolitan Council extraordinary session scheduled to begin on February 20, before being forwarded to Seoul City.
