Conducted Twice Monthly via Administrative Portal, Totaling 24 Sessions
[Asia Economy Reporter Park Jong-il] Gangbuk-gu (District Mayor Lee Soon-hee) announced that starting this month, it will operate the ‘Jjamjjam-i Integrity Learning’ system to strengthen the integrity capabilities of all employees.
‘Jjamjjam-i Integrity Learning’ is a program that offers integrity education through cartoons, dramas, and other formats, allowing public officials to easily access short integrity lessons before starting their daily work.
Public institutions are required by law to conduct integrity education annually under the ‘Act on the Prohibition of Improper Solicitation and Graft’ and the ‘Act on the Prevention of Corruption and the Establishment and Operation of the Anti-Corruption and Civil Rights Commission.’
The district established this system to enable all public officials affiliated with Gangbuk-gu to efficiently engage in integrity learning through the administrative portal they access daily for work.
A district official stated, “By continuously providing legally mandated integrity education throughout the year, we expect to enhance the integrity capabilities of our public officials.”
Gangbuk-gu plans to provide 24 content pieces to public officials by the end of this year, including topics such as the Conflict of Interest Prevention Act, Improper Solicitation and Graft Act, Whistleblower Protection System, Code of Conduct for Public Officials, and a comprehensive test.
Lee Soon-hee, Mayor of Gangbuk-gu, said, “Integrity is the most honest way for public officials to earn trust from the people,” adding, “We will do our best to create a ‘Gangbuk of Shared Integrity and Value.’”

Seodaemun-gu (District Mayor Lee Seong-heon) is selecting the ‘3rd Term Seodaemun-gu Public Relations Models’ to create a friendly image that communicates with residents and enhance the effectiveness of district promotion.
Recruitment is divided into four categories: infants (ages 4?7), students (ages 8?19), adults (ages 20?60), and seniors (61 and older). Applicants must reside in the district and be able to participate as models.
The infant category is newly added compared to the 2nd term, with approximately 25 models to be selected: 5 each for infants, students, and seniors, and 10 for adults.
Applicants should download the application form from the district website’s public notices, complete it, and submit it by email by the 28th of this month along with one profile photo taken within the last six months and a 15?30 second video showcasing their personality.
Experts in relevant fields will comprehensively evaluate applicants based on their enthusiasm, expressiveness, individuality, facial expressions, and friendliness, and announce the results in March. The selection is based solely on document screening with no in-person interviews.
The appointment period is two years, from April this year to March 2025, and selected models will receive a certificate of appointment.
The district will select models matching the theme and age group for promotional materials related to major policies, projects, festivals, attractions, and campaigns, coordinate schedules, and conduct photo and video shoots.
Models participating in these activities will receive modest activity fees or recognition of volunteer hours.
The 2nd term models, appointed for two years starting April 2021, participated in photo and video shoots promoting Seodaemun Natural History Museum, Yeongcheon Market, Lee Jin-ah Memorial Library, Seodaemun Prison History Hall, Mysterious Playground, Ansan Jarak-gil Trail, and more.
District Mayor Lee Seong-heon said, “We expect that the participation of local residents as models will produce friendlier and more vibrant promotional content for Seodaemun-gu.”

Year-round Training for Newly Opened Real Estate Agencies and Related Workers
Strengthening Promotion to Prevent Disadvantages to Residents from Unreported Lease Contracts
Yongsan-gu (Acting District Mayor Kim Seon-su) is conducting year-round ‘On-site Housing Lease Contract Reporting System Education’ for newly opened licensed real estate agents and related workers in the area.
To prevent disadvantages to residents caused by unreported or delayed reporting of housing lease contracts, the district visits real estate agencies directly to provide education. Key topics include who must report housing lease contracts, procedures, and penalty regulations.
The Housing Lease Contract Reporting System, fully implemented in June 2021, requires parties to a lease contract to report the contract details within 30 days to increase transaction transparency and protect tenants’ rights.
The grace period for guidance lasts until May 31 this year, after which fines will be imposed for unreported or false reports starting in June.
Fines range from 40,000 to 1,000,000 KRW depending on the unreported period and contract amount, with a 1,000,000 KRW fine for false reports.
A district official urged, “Through education, we ask real estate agents to not only provide on-site guidance about the system but also lead efforts to foster a voluntary reporting culture so that contract parties report lease contracts within the deadline.”
Meanwhile, to facilitate smooth education, the district provides prior information about the training when issuing real estate agency registration certificates.
