[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Seryeong] Amid ongoing conflicts between the city and local residents over the expansion of the Jangyu Incineration Plant in Gimhae-si, Gyeongnam, the court has issued a suspension order on the effectiveness of the public notice for the incineration plant installation plan (change) approval.
According to the Joint Emergency Countermeasure Committee of Residents Opposing the Expansion and Urging the Relocation of the Jangyu Incineration Plant on the 1st, the Changwon District Court stated on the 31st of last month, "The effectiveness of the approval disposition is temporarily suspended until the 17th, which is the period necessary for the hearing and final decision of the injunction suspension provisional disposition case."
The committee opposed the expansion of the incineration plant and filed a main lawsuit to cancel the approval disposition of the waste treatment facility installation plan (change) on the 25th of last month, and also submitted an injunction suspension provisional disposition application to suspend the effectiveness of the change approval.
The court is scheduled to hear the injunction suspension provisional disposition application case filed by them on the 9th.

On January 18th, the city announced the implementation of a resource circulation facility modernization project to address the aging of the facility located at 35 Bugok-ro and the lack of treatment capacity by constructing one new incineration facility at the current location and performing major repairs on the existing one.
Through this, the plan is to secure a treatment capacity of 300 tons per day and install a complex sports center as a resident convenience facility.
The city stated regarding the court's decision, "We are preparing for the dismissal of the injunction suspension."
"This is a general case where the court temporarily suspends the effectiveness until the period necessary for the hearing and judgment of the injunction suspension case," and emphasized, "There is no problem with the promotion of the Gimhae-si resource circulation facility modernization project."
Furthermore, the city argued that the requirements for suspension of effectiveness under the Administrative Litigation Act?namely, to prevent irreparable damage, to have urgent necessity, and not to significantly affect the public welfare?are not met.
A city official said, "The approval of the waste treatment facility installation plan (change) by Gyeongnam Province was a lawful act carried out through proper procedures without any illegal matters," and added, "We will emphasize that the approval process was properly conducted in the main lawsuit and aim to win the case."
