In-depth Discussion on Incentives and Disincentives
[Asia Economy Reporter Kiho Sung] On the 1st, Seoul City announced that it held a focused discussion session the previous day with the Administrative Director and union members to pursue proactive creative administration based on the vivid voices of field employees, going beyond labor-management practical meetings centered on union executives.
At this meeting, both sides communicated about the necessity to improve the working environment where Seoul City employees can work with conviction for the happiness of ten million citizens and the organizational culture for creative administration.
The union presented various opinions across all areas including personnel management, performance evaluation, training, and welfare benefits, such as ▲reducing unnecessary meetings and introducing task abandonment, ▲reinforcing personnel at business sites for stable citizen services, ▲guaranteeing expertise by job series, ▲fair work evaluations and merit-based rewards and punishments through multi-faceted assessments, ▲incentives for employees with multiple children, and ▲diversification of retirement preparation education.
Administrative Director Sanghoon Jeong deeply sympathized with the realization of public officials' rights and performance rewards but emphasized the importance of not forgetting the fundamental duties and attitudes of public servants, particularly stressing the concept of creative administration where individuals actively discover their own tasks.
Furthermore, he expressed hope that the union would become a leading force in a dynamic and creative organizational culture, sharing that they are exploring various measures to create an atmosphere where employees can voluntarily participate in new changes, including ▲establishing a rational creative administration reward system, ▲actively adopting flexible working hours, ▲fair compensation for emergency work, and ▲efficient organizational operation through organizational diagnosis.
Going forward, Seoul City plans to actively hold ‘communication times’ with various employees, including the public officials’ union, to create a Seoul City that earns citizens’ trust while allowing employees to work with pride and happiness.
