The local government in charge of the reclaimed public waters in Yonghyeon District, Incheon is Michuhol-gu

[Asia Economy Reporter Park Hyesook] Michuhol-gu, Incheon, has been designated as the local government responsible for the reclaimed land in the Yonghyeon district of Incheon.

On the 31st, the Ministry of the Interior and Safety announced this decision regarding the 'Determination of the Local Government to which the Reclaimed Land Belongs' on its website.

There had been disagreements between Jung-gu and Michuhol-gu of Incheon over jurisdiction of the Yonghyeon district reclaimed land (52,339㎡, around Hakik-dong, Michuhol-gu). In relation to this, the Mayor of Incheon applied to the Minister of the Interior and Safety for jurisdiction determination in June last year.

According to Article 5 of the Local Autonomy Act, the determination of the local government to which the reclaimed land belongs is made by the Minister of the Interior and Safety upon application by the reclamation license authority or the relevant local government head. If there is a disagreement between local governments, the Minister makes the decision after review and resolution by the Central Dispute Mediation Committee.

The Central Dispute Mediation Committee conducted an on-site investigation and heard opinions from both local governments. After discussions in the plenary session and working-level coordination meetings, it finalized and resolved on December 23 last year that Michuhol-gu, Incheon, would be the jurisdictional local government.

This decision was made after comprehensively considering the unity and efficiency of managing new and existing detention basins, the adjacency between the reclaimed land and neighboring local governments, and the process of the reclamation project.

Once the Ministry of the Interior and Safety notifies the relevant local governments of the jurisdiction decision, the local government will register the reclaimed land in the cadastral records after the completion inspection of the reclamation site.
