Monitoring Jeonse Fraud... Inspection of Illegal Brokerage
[Asia Economy Yeongnam Reporting Headquarters Reporter Hwang Du-yeol] Ulsan City has recently established an urgent "Ulsan Region Real Estate Jeonse Fraud Prevention and Countermeasure Plan" in response to the surge of 'empty shell jeonse' frauds due to the recent decline in housing prices, and will implement it starting February.
This plan consists of ▲special inspections on illegal brokerage activities by real estate agencies ▲monitoring of jeonse fraud ▲operation of a housing lease safe contract counseling center ▲establishment of a joint cooperation system for jeonse fraud prevention ▲public campaigns on methods to prevent jeonse fraud damage.
Ulsan City will first conduct special inspections focusing on 10 areas where jeonse deposit non-return incidents occurred in the second half of last year, checking for illegal brokerage activities by the city and nearby real estate offices, and whether explanations of the rights related to brokerage objects were provided.
Also, the existing "Real Estate Market Monitoring Team," composed of certified real estate agents by region, will continuously monitor trends in jeonse fraud damage and respond promptly if problems arise.

In addition, a "Housing Lease Safe Contract Counseling Center" will be established to guide social newcomers and newlyweds who lack real estate contract experience on the appropriateness of drafting real estate lease contracts, methods for reporting housing lease contracts, and subscribing to jeonse deposit return guarantee insurance.
Ulsan City, district and county offices, and the Ulsan branch of the Korea Association of Realtors will establish a joint cooperation system for jeonse fraud prevention, fully dedicating themselves to the response roles of each participating institution and preparing additional countermeasures.
There will also be focused promotional activities on jeonse fraud prevention checklists, methods to prevent jeonse fraud damage, and types of damage.
An official from Ulsan City stated, "To prevent jeonse fraud, tenants should check surrounding transaction prices on the Ministry of Land, Infrastructure and Transport's actual transaction disclosure system and carefully verify prior rights relationships before signing a contract," and added, "If a lease contract is made, we urge the use of the system for assigning a confirmed date on the contract day and subscribing to jeonse deposit return guarantee insurance."
