Incheon Free Economic Zone Authority Agrees with SLC on Basic Plan for Complex Cultural Library
[Asia Economy Reporter Park Hyesook] A complex cultural library is being planned for the cultural facility site in District 6 of Songdo International City, Incheon, where development has been delayed for 13 years.
The Incheon Free Economic Zone Authority recently announced on the 29th that it has agreed with Songdo Landmark City Limited Company (SLC) to proceed with a basic plan establishment project for the construction of the complex cultural library.
The project, which will be promoted using SLC's development profits, will take place over six months from next month until August. The main tasks include ▲basic development concept and planning ▲calculation of project costs such as design and construction fees ▲project feasibility analysis ▲implementation methods ▲maintenance and operation plans, aiming to present a world-class blueprint in terms of unique exterior design and internal facility operation.
In this project, a survey will be conducted targeting more than 1,000 local residents, operating organizations, and experts to increase community acceptance.
The Incheon Free Economic Zone Authority aims to complete and open the complex cultural library in 2026 by continuously consulting with SLC, recovering development profits, and timely investment once the project results are available.
The site at 399-8 Songdo-dong, where the complex cultural library will be built, was designated as a cultural facility site in 2010 with a district unit plan established, but development has been delayed for 13 years.
The development of Block C1 was initially considered by Incheon City and Yeonsu District for construction, but due to overlapping functions with the Songdo International City Central Library scheduled to open in 2024 and exclusion from national support for cultural facility expansion projects, the project was practically difficult to proceed due to budget shortages.
However, by agreeing to proceed with the basic plan establishment project with SLC this time, the Incheon Free Economic Zone Authority has been able to resolve complaints demanding the expansion of complex cultural facilities and fulfill the campaign pledge of the 8th local government administration to build a specialized cultural and arts library.
Kim Jin-yong, head of the Incheon Free Economic Zone Authority, stated, "We plan to promote the basic plan establishment project so that the complex cultural library can become a unique and differentiated complex cultural hub facility utilizing the waterfront and waterside spaces," adding, "We will investigate domestic libraries and analyze excellent overseas library cases to present a future library model reflecting current trends."
