"Last Senior Judge Appointment under the 'Kim Myung-soo Administration': Seoul High Court Chief Judge Yoon Joon and Central District Court Chief Judge Kim Jung-joong"

[Asia Economy Reporter Kim Daehyun] On the 27th, the Supreme Court made personnel appointments for 25 court presidents, high court chief judges, and judges effective from the 20th of next month. This is the last senior judicial personnel appointment during Chief Justice Kim Myungsoo's term.


According to the Supreme Court on this day, the 'Court President Candidate Recommendation System,' in which frontline judges select candidates for court presidents, has been expanded nationwide from this year, and chief judges from 12 district courts across the country were appointed as new court presidents. The court president candidate recommendation system is a system where judges recommended by their peers are nominated as candidates for court president. Judges with more than 22 years of legal experience and more than 10 years of judicial service are eligible for recommendation.

Yoon Joon, Chief Judge of Gwangju High Court (16th Judicial Research and Training Institute class), was appointed as the new Chief Judge of Seoul High Court, and Kim Jeongjung, Senior Civil Division 2 Chief Judge of Seoul Central District Court (26th class), was appointed as Chief Judge of Seoul Central District Court.


Choi Hosik, Senior Chief Judge (27th class), became Chief Judge of Seoul Family Court, and Ahn Byungwook, Senior Chief Judge (26th class), became Chief Judge of Seoul Rehabilitation Court. Hwang Jeongsu, Senior Chief Judge (28th class), was appointed Chief Judge of Seoul Southern District Court, and Park Hyungsun, Chief Judge (27th class), was appointed Chief Judge of Seoul Northern District Court.


Im Seongcheol, Senior Chief Judge of Uijeongbu District Court (26th class), Bu Sangjun, Senior Chief Judge of Chuncheon District Court (25th class), Im Byeongryeol, Chief Judge of Cheongju District Court (15th class), Han Jaebong, Senior Chief Judge of Daegu District Court (25th class), Park Hyeongjun, Senior Chief Judge of Busan District Court (24th class), Lee Yonggyun, Chief Judge of Changwon District Court (29th class), and Park Byeongtae, Chief Judge of Gwangju District Court (25th class) will also serve as court presidents through peer judge recommendations.


For Ulsan District Court and Jeju District Court, the candidate selection process was completed early, and candidates recommended from other courts were appointed. Seo Jeonghee, Chief Judge of Daegu Family Court (24th class), will serve as Chief Judge of Ulsan District Court, and Kim Suil, Chief Judge of Suwon District Court (21st class), will serve as Chief Judge of Jeju District Court.


Park Youngjae, Director of Planning and Coordination Office (22nd class), was appointed as Deputy Chief of the Court Administration Office in the last year of Chief Justice Kim's term. Yoon Seongsik, Senior Professor at the Judicial Research and Training Institute (24th class), will succeed as Director of the Planning and Coordination Office.


Five judges who completed their terms as district court presidents and returned to high court benches in personnel appointments from 2020 to 2022 were appointed as high court chief judges. Park Hyeongnam (14th class), Chief Judge of Seoul High Court, will lead the Judicial Policy Research Institute. This is the first time an active judge has been appointed as head of the Judicial Policy Research Institute.


Jung Hyungsik, Chief Judge of Suwon High Court (17th class), was appointed Chief Judge of Daejeon High Court; Jung Yongdal, Chief Judge of Daegu High Court (17th class), was appointed Chief Judge of Daegu High Court; and Kim Heungjun, Chief Judge of Seoul High Court (17th class), was appointed Chief Judge of Busan High Court (17th class). Baek Giyeol and Lee Sangju, Chief Judges of Seoul High Court (both 17th class), will serve as Chief Judges of Gwangju High Court and Suwon High Court, respectively.


Kim Gwangtae, Chief Judge of Seoul High Court (15th class), who was designated as a senior judge, will handle first-instance small claims cases at the Seongnam Branch of Suwon District Court and Gwangju District Court.
