[Asia Economy Reporter Park Jong-il] Guro-gu (Mayor Moon Heon-il) received the highest Grade 1 for the first time in the ‘2022 Public Institution Comprehensive Integrity Evaluation’ conducted by the Anti-Corruption and Civil Rights Commission.
The ‘Public Institution Comprehensive Integrity Evaluation’ is a comprehensive assessment system that rates institutions from Grade 1 to 5 based on survey results from residents who experienced administrative services and employees belonging to public institutions, as well as efforts to prevent corruption and the occurrence of corruption incidents.
This year’s evaluation system was completely revamped to reflect laws and systems changed over the past 20 years since the evaluation was introduced in 2002 and to raise the integrity level to meet public expectations.
In the evaluation conducted on 501 institutions nationwide, Guro-gu achieved the highest Grade 1 among autonomous districts nationwide, improving its comprehensive integrity grade by three levels from Grade 4 in 2021.
The district participated in the Anti-Corruption and Civil Rights Commission’s integrity consulting and established a concrete action plan for the recommended integrity improvement measures to systematically promote integrity enhancement, thereby solidifying the foundation for a clean government in the 8th local government term.
First, through an anti-corruption capacity diagnosis of the organization, formal policies were abolished focusing on corruption-prone areas, and an Integrity Promotion Council (TF team) was established. Senior officials participated in the council to prepare and implement improvement measures through collaboration with related departments in various fields such as personnel, contracts, budget, service, and organizational culture.
To enhance external integrity, the district expanded the ‘Integrity Call’ monitoring inconvenience and friendliness in tasks handled by departments such as contracts, permits, subsidies, and taxation, continuously working to eliminate corruption vulnerabilities.
Additionally, to improve internal integrity, efforts were made to cultivate employees’ integrity awareness through various methods such as spreading an integrity culture, customized integrity education by rank, and senior official integrity evaluations, clarifying responsibilities by individual and department and providing incentives, thereby pursuing institutional changes.
These efforts stemmed from Mayor Moon Heon-il’s continuous interest and determination. Since his inauguration in July 2022, Mayor Moon has emphasized communication with employees and a horizontal organizational culture by celebrating employee birthdays (photo), simplifying executive meetings, prohibiting personnel solicitations, and improving practices in promotions and transfers.

High Scores in Integrity Perception and Effort, No Cases of Corruption
Yongsan-gu (Acting Mayor Kim Seon-su) achieved the highest Grade 1 in the ‘2022 Public Institution Comprehensive Integrity Evaluation’ conducted by the Anti-Corruption and Civil Rights Commission.
Since achieving Grade 2 in 2020, the district has made multifaceted efforts to improve integrity. As a result, it received high scores in both integrity perception and effort, with no cases of corruption, which would have resulted in deductions.
Major initiatives to improve integrity perceived by residents include ▲installation of Yongsan-gu Ombudsman ▲sending integrity letters during corruption-prone periods ▲‘Integrity Thank You Concert’ with residents ▲Integrity-friendly Happy Calls.
To spread a clean public service culture, the district promoted ▲non-face-to-face education ‘Online Integrity Troika’ ▲selection of clean and fair public officials ▲monitoring via the Clean and Fair e-System ▲establishment of institutional foundations following the implementation of the Conflict of Interest Prevention Act.
A district official said, “Last year, customized education for probationary public officials and employees below grade 8 received great responses,” adding, “We will do our best to spread a communicative and empathetic organizational culture to continuously improve integrity.”
The comprehensive integrity evaluation is conducted annually by the Anti-Corruption and Civil Rights Commission on 501 public institutions nationwide, assessing integrity levels and corruption factors.
This year’s evaluation included ▲‘Integrity Perception’ based on surveys of public officials and citizens ▲‘Integrity Effort’ assessing anti-corruption efforts ▲‘Corruption Status’ evaluating the occurrence of corruption incidents. The comprehensive integrity score is weighted 60% for integrity perception and 40% for integrity effort, with deductions for corruption status.
Acting Mayor Kim Seon-su said, “Improving integrity is directly linked to enhancing services for residents, so achieving Grade 1 in the comprehensive integrity evaluation is very meaningful,” adding, “We will continue to strive to implement trusted administration.”

Seodaemun-gu’s Public Institution Comprehensive Integrity Grade Rises
Rose from Grade 3 in 2021 to Grade 2 in 2022 in Anti-Corruption and Civil Rights Commission Evaluation
Seodaemun-gu (Mayor Lee Seong-heon) announced on the 30th that it achieved Grade 2 out of 5 grades in the ‘2022 Public Institution Comprehensive Integrity Evaluation’ recently conducted by the Anti-Corruption and Civil Rights Commission. This is one level higher than the Grade 3 received in 2021.
The district analyzes that the improvement in integrity was led by the effectiveness of anti-corruption integrity education, the mayor’s efforts and leadership, and the establishment and implementation of anti-corruption promotion plans.

Seongdong-gu (Mayor Jeong Won-oh) announced that it achieved Grade 2 in the ‘2022 Anti-Corruption and Civil Rights Commission Comprehensive Integrity Evaluation’ conducted on 501 public institutions nationwide.
The comprehensive integrity evaluation assesses ‘Integrity Perception’ experienced by residents and employees in internal and external work processes, and comprehensively evaluates anti-corruption efforts, achievements, and corruption incident occurrences over the past year, divided into five grades.
Seongdong-gu scored 81.8 points, 2.7 points higher than the national average for autonomous districts, achieving Grade 2. It received particularly high evaluations in external perception and integrity effort.
Seongdong-gu has established a promotion system and implemented various integrity policies to raise the overall integrity level of the organization. Especially, to make integrity a daily practice for all employees, the ‘Anti-Corruption Integrity Policy Promotion Team’ meets twice a month, where executives gather to present integrity promotion directions and share them with all employees. The district also conducted ‘Integrity Facilitation Workshops’ to diagnose integrity and derive improvement tasks through rank-based meeting discussions, followed by customized education.
Moreover, Seongdong-gu renewed the Anti-Corruption Management System (ISO 37001) certification, first acquired by a local government nationwide in 2019, leading systematic management, control, and prevention of potential corruption risks within the organization.

Yangcheon-gu (Mayor Lee Gi-jae) announced that it was the only autonomous district in Seoul to achieve Grade 2 for seven consecutive years in the ‘2022 Public Institution Integrity Measurement’ conducted by the Anti-Corruption and Civil Rights Commission on 569 institutions nationwide.
This integrity evaluation comprehensively reflected ▲‘Integrity Perception’ from internal and external surveys ▲‘Integrity Effort’ assessing anti-corruption efforts ▲‘Corruption Status Evaluation’.
Yangcheon-gu’s comprehensive integrity score was 85 points, 8.4 points higher than the national average for basic local governments, receiving Grade 2. Both integrity perception and effort were also rated Grade 2. Notably, in the external integrity perception category, the district achieved a ‘zero corruption experience rate,’ recognized for its integrity by residents.
It also scored perfect marks in establishing the operational foundation for the conflict of interest prevention system, enhancing the effectiveness of anti-corruption and integrity education, and protecting whistleblowers, demonstrating its excellence as a clean district.
A district official said, “Since Mayor Lee Gi-jae’s inauguration, we have actively led the creation of a clean organizational culture through events such as the ‘Anti-Corruption Integrity City Declaration Ceremony,’ ‘Integrity Book Delivery Ceremony’ with integrity messages, ‘Integrity Catchphrase Contest,’ and ‘Organizational Leader Integrity Education.’”
Furthermore, the district has implemented various anti-corruption measures such as senior official integrity evaluations for grade 6 and above, integrity reporting drills, and operating anonymous reporting channels for corruption and power abuse to strengthen employees’ integrity awareness and raise vigilance against corruption risks.
Mayor Lee Gi-jae emphasized, “Integrity is the foundation of public officials. We will work together with all employees to build ‘Yangcheon, a Special Integrity District’ that residents can trust even more.”

Dongjak-gu (Mayor Park Il-ha) announced on the 27th that it received Grade 2 in the 2022 comprehensive integrity evaluation conducted by the Anti-Corruption and Civil Rights Commission.
The Commission evaluates integrity annually for public institutions to spread a culture of integrity by improving corruption-prone areas. This year, 501 public institutions including central administrative agencies and local governments were evaluated.
From this year, the previously separate evaluations of integrity and anti-corruption policies were integrated and weighted 60% for ‘Integrity Perception’ and 40% for ‘Integrity Effort,’ with deductions for corruption status.
Dongjak-gu scored 83 points in comprehensive integrity, corresponding to Grade 2, with 79.9 points in integrity perception and 87.6 points in integrity effort.
In particular, the integrity effort category, which evaluates anti-corruption plan establishment, leadership efforts by heads and senior officials, and plan implementation, scored 10.1 points higher than the average of other autonomous districts.
The district has promoted unique integrity policies such as forming a public-private integrity council, hosting the Integrity Golden Bell, and producing an integrity calendar to foster a clean public service culture.
Meanwhile, Dongjak-gu was awarded the highest A grade in the ‘2022 Self-Audit Activity Evaluation’ by the Board of Audit and Inspection and was selected as an excellent institution in the ‘2022 Autonomous Internal Control Evaluation’ by the Korea Local Information Research & Development Institute.

Seongbuk-gu (Mayor Lee Seung-ro) was selected as an excellent institution for two consecutive years in the ‘2022 Public Institution Comprehensive Integrity Evaluation’ conducted by the Anti-Corruption and Civil Rights Commission.
The 2022 evaluation added assessments of anti-corruption policy efforts and corruption incident occurrences to the existing random surveys of complainants and public officials (integrity perception).
Under the stricter evaluation, Seongbuk-gu achieved Grade 2 in comprehensive integrity, which is effectively the highest grade except for three districts nationwide in the same category that received Grade 1.
Specifically, it scored higher than the average of all institutions (501 excluding national public universities and public medical institutions) and nationwide basic local governments (three types, 226 institutions) in external perception and integrity effort. In the integrity effort category, Seongbuk-gu scored an average of 5.3 points higher than similar basic local governments in 7 out of 8 evaluation indicators. Compared to all basic local governments nationwide, it scored 6 points higher, and 3.5 points higher compared to similar basic local governments nationwide.
Regarding these achievements, a Seongbuk-gu official stated, “The implementation of various integrity policies and the establishment of institutional and organizational foundations for stable promotion appear to have had a positive impact.”
Seongbuk-gu actively expresses and encourages integrity commitment through the ‘Clean Countermeasure Headquarters’ chaired by the mayor and participated in by senior officials. A representative example is the ‘Directive to Discover Policies for Integrity Improvement.’ The district also secured systematic momentum through effective policies such as employee communication meetings for organizational culture improvement and follow-up actions.

Seocho-gu (Mayor Jeon Seong-su) received Grade 2, an excellent rating, for two consecutive years in the ‘2022 Public Institution Comprehensive Integrity Evaluation’ announced by the Anti-Corruption and Civil Rights Commission.
The integrity evaluation is based on surveys of citizens with experience in complaint handling and employees regarding corruption experiences, as well as the institution’s anti-corruption system establishment efforts and corruption incident occurrences over one year.
Seocho-gu was recognized for its anti-corruption efforts through various integrity policies in this evaluation. It scored 81.9 points, 5.3 points higher than the average of 226 basic local governments (76.6 points) and 0.7 points higher than the overall institution average (81.2 points). There were no corruption incidents, so no deductions were applied.
The district has continuously worked to improve integrity through customized policies. First, it operates a ‘Design Change Advisory Committee’ for construction projects with contract increases exceeding 100 million KRW to ensure transparency in design changes. External experts participate to review the reasons and appropriateness of design changes and quantities.
Additionally, the district enacted the ‘Ordinance on the Establishment and Operation of Seocho-gu Ombudsman’ at the end of last year to minimize damage caused by illegal, unfair, or unreasonable systems by investigating and auditing from a third-party perspective, launching the Ombudsman.

Mayor Jeon Seong-su said, “Being selected as an excellent institution for two consecutive years in the integrity evaluation is the result of efforts by about 1,600 Seocho colleagues and residents to spread integrity awareness and culture,” adding, “We will continue to work to create a ‘clean city Seocho’ where residents are happy and trust us more.”
