According to China's state-run news agency Xinhua on the 20th, President Xi made these remarks during a national group New Year's greeting ceremony held at the Great Hall of the People in Beijing, ahead of the country's biggest holiday, the Lunar New Year. He presented "stable growth" as the key economic keyword for 2023.

Additionally, President Xi mentioned that "we will deepen reform and opening-up and continuously promote the improvement of people's lives through economic development." He also said, "We must plan in a unified manner for domestic and international epidemic prevention and control, economic and social development, and security."

He further emphasized the phrase from the Dao De Jing, 'Daodozhijian (大道至簡, meaning the fundamental principle is extremely simple),' stating, "We must work more steadily and pioneer a beautiful future."
