Thorough Quarantine and Medical Response, COVID-19 Testing Available During Lunar New Year Holiday
[Asia Economy Reporter Park Jong-il] Gwangjin-gu (Mayor Kim Kyung-ho) is implementing the ‘2023 Lunar New Year Sectoral Measures’ to ensure all residents have a comfortable and safe Lunar New Year.
The district has designated January 18 to 25 as the comprehensive Lunar New Year countermeasure period to minimize various accidents and residents' inconveniences that may occur during the holiday. It will focus on eight key areas: ▲Warm holiday celebrations ▲Price stabilization ▲Traffic ▲Snow removal and cold wave ▲Safety and fire prevention ▲Medical and health ▲Resolving daily inconveniences ▲Establishing public service discipline.
First, from January 20 to 25, the district will operate a 24-hour comprehensive situation room. The situation room consists of five task forces: ▲Traffic countermeasures ▲Snow removal countermeasures ▲Park countermeasures ▲Living countermeasures ▲Medical countermeasures, prepared to respond to emergencies in each sector and actively resolve residents' inconveniences.
During the Lunar New Year holiday, a snow removal task force will be operated to prepare for heavy snowfall, and a shift system will be maintained to prevent cold waves, safety, and fire accidents. In case of emergencies, an emergency contact network will be activated immediately to establish a response system with related organizations.
Additionally, to ensure no neighbors are left out and everyone enjoys a warm holiday, condolence money will be provided to welfare support recipients and institutions. An emergency support task force will operate 24 hours to prepare for crisis situations. The care system for elderly living alone will be strengthened, and welfare services will be provided to street homeless people as well.
Efforts will also be made to minimize residents' inconveniences and provide convenience.
Special traffic measures will be implemented for those traveling home or visiting ancestral graves, including increasing bus services at Dongseoul Terminal and conducting special inspections of traffic facilities to prevent accidents.
Furthermore, strict regulation of refusal of rides and shared rides by commercial vehicles near Dongseoul Terminal and reasonable enforcement around traditional markets will lead to smooth traffic flow.
Public parking lots open during the holiday will be available free of charge 24 hours a day.
The district will monitor prices of major holiday goods through on-site visits and inspections to prevent unfair trade practices that disrupt market functions and stabilize prices.
During the Lunar New Year holiday, garbage disposal is prohibited from January 21 to 22, and normal disposal resumes from January 23 according to the designated collection days by neighborhood. A cleaning situation room and mobile teams will operate during the holiday, focusing patrols on habitual illegal dumping areas and vulnerable locations to minimize residents' inconveniences.
Especially, as the COVID-19 situation continues, to maintain a thorough quarantine and medical response system, a medical quarantine situation room, COVID-19 call center, and respiratory patient treatment centers (one-stop medical institutions) will operate. COVID-19 testing will also be available during the holiday. The public health center screening clinic will operate from 9 a.m. to 1 p.m., and the temporary screening site at Gwangjin Square will operate from 1 p.m. to 9 p.m. (disinfection time from 5 to 6 p.m.).
Medical institutions available during the holiday and holiday-duty pharmacies will be designated, and an emergency medical information room linked with the emergency medical portal will operate. Local emergency medical institutions, Konkuk University Hospital and Hyemin Hospital, will maintain a 24-hour treatment system to provide care for emergency patients.

Operation of Sectoral Countermeasure Task Forces, Establishing On-Site Rapid Response System for Emergencies
Gangdong-gu (Mayor Lee Soo-hee) announced on the 19th that it will fully activate the ‘Lunar New Year Comprehensive Countermeasure Task Force’ to ensure residents have a safe and comfortable holiday during the traditional Lunar New Year.
This measure will be intensively implemented for eight days from the 18th to the 25th to create a warm holiday atmosphere and ensure a holiday free of incidents and accidents.
The focus areas are ▲Health and safety ▲Convenience of daily life ▲Price stabilization ▲Neighborly sharing ▲Establishment of public service discipline, five key sectors closely related to residents' lives.
During the holiday, the district will operate a comprehensive situation room on the first floor of the government building and sectoral countermeasure task forces. A total of 173 workers will work in shifts day and night to respond promptly on-site to any incidents in each sector.
The COVID-19 response headquarters will operate continuously to manage confirmed cases and epidemiological investigations without gaps, and the call center will provide guidance on general COVID-19 inquiries. In preparation for emergency patients, residents can call the public health center medical team, Dasan call center, or emergency situation management center to receive information on duty medical institutions and pharmacies.
Additionally, the disaster safety countermeasure headquarters will operate to maintain a day and night emergency duty system. Before the holiday, a comprehensive inspection of vulnerable facilities will be conducted to respond to cold waves and heavy snow. Safety inspections will be carried out on multi-use facilities, roads, and major construction sites frequently used by residents to prevent safety accidents in advance.
During the holiday, a cleaning situation room will also operate to actively respond to complaints about household waste. Disposal of household waste is prohibited from January 20 before the holiday until January 22 during the holiday, and waste disposal will be allowed from January 23 onward.
Furthermore, to ensure no difficulties in public transportation for those traveling home or returning, the district will coordinate with Seoul City to extend bus and subway operations until 2 a.m. on January 22 and 23, when return traffic demand is concentrated.

Guro-gu Establishes and Implements ‘2023 Lunar New Year Comprehensive Measures’
Guro-gu (Mayor Moon Heon-il) announced that it will establish and implement the ‘2023 Lunar New Year Comprehensive Measures’ ahead of the holiday.
The comprehensive measures cover seven areas: ▲Disaster safety countermeasures ▲Heavy snow and cold wave countermeasures ▲Medical measures ▲Special traffic measures ▲Resolving residents' daily inconveniences ▲Warm holiday celebrations ▲Establishment of public service discipline, implemented over eight days from January 18 to 25.
First, from January 20 to 25, 481 personnel will be deployed to establish and operate a comprehensive situation room to prepare for emergencies and handle residents' inconveniences during the holiday.
To prevent various safety accidents, safety inspections before and after the holiday will be strengthened targeting major construction sites, disaster-vulnerable facilities, road facilities, gas facilities, and multi-use facilities. Additionally, an emergency road repair team will be organized to respond promptly to potholes and road damage.
The snow removal headquarters situation room and cold wave situation room will operate from January 21 to 24, and emergency response systems will be strengthened in case of snowfall forecasts or cold wave warnings during the holiday.
The COVID-19 emergency response headquarters and temporary screening clinics will operate without interruption during the holiday. From January 21 to 25, an emergency medical response situation room will be established and operated to prepare for emergency patients. Medical institutions and pharmacies available during the holiday are posted on the district website.
To facilitate transportation for those traveling home or returning, additional public transportation will be arranged, and a traffic countermeasure situation room will operate. From 10 p.m. on January 20 to 2 a.m. on January 21, crackdowns on illegal activities such as ride refusals, unfair fare collection, and solicitation will be intensified near Guro Station, Sindorim Station, and Guro Digital Complex Station.
Also, from January 19 to 25, temporary parking will be allowed on roads near traditional markets from 10 a.m. to 5 p.m. to provide convenience to residents.
To prevent residents' inconveniences caused by household waste, a cleaning situation room and mobile cleaning teams will operate from January 21 to 24.
Furthermore, through the operation of a price stabilization countermeasure situation room, price trends of holiday goods will be monitored, and focused inspections will be conducted on price collusion, excessive price increases, price labeling compliance, and origin labeling of agricultural, livestock, and fishery products.
To revitalize traditional market use, Lunar New Year events will be supported at five traditional markets: Guro Market, Namguro Market, Garibong Market, Gocheok Neighborhood Market, and Gocheok Alley Shopping District.
Additionally, welfare facilities will be visited for consolation, and sharing and volunteering for vulnerable groups will create a warm holiday atmosphere.
A Guro-gu official said, “The comprehensive measures prioritize ‘stabilizing residents' lives during the Lunar New Year holiday’ and all administrative power will be concentrated. We will do our best to ensure all residents have a comfortable and warm Lunar New Year holiday.”
