[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi-do will focus on promoting 75 tasks in the field of land information, including 'prevention of 깡통전세 damage,' to realize a land policy that resonates with the public and trustworthy land information this year.
Gyeonggi-do announced on the 18th that it has prepared the 2023 major promotion plan for the land information sector in Gyeonggi-do, which includes these details.
According to this promotion plan, it consists of 7 major strategies and 75 detailed implementation tasks: ▲ reflecting fair value in publicly announced prices and recovering development gains for balanced development ▲ establishing a trusted cadastral system through participation and cooperation ▲ establishing a sound and transparent real estate transaction order ▲ building a fair and trustworthy real estate market order ▲ smart policy support through spatial information convergence and fusion ▲ implementing tightly connected address information and advancing the address system ▲ revitalizing cadastral re-survey projects and ensuring stable project promotion.
The main task is to expand support for preventing damage caused by '깡통전세,' which has recently become a social issue. 깡통전세 refers to a rental deposit lease where the deposit exceeds the difference between the house price and debts, and the deposit may be lost if the property goes to auction.
Since December 1 last year, the province has been providing a service on the real estate information website 'Gyeonggi Real Estate Portal' that allows users to easily identify 깡통전세 listings at a glance. The province views that continuous attention is necessary as this can occur regardless of the homeowner's intention due to falling real estate prices.
The province also operates the '깡통전세 Damage Prevention Counseling Center' in collaboration with the Korea Association of Property Appraisers and the Korea Association of Licensed Realtors. Applicants can access the counseling center website and enter their contact information and housing details (address, deposit amount, etc.). Once the application is complete, an appraiser assigned by region will provide a telephone consultation on the appropriate housing price for the applicant's property. Since this service is provided as a talent donation by the appraisers, there is no additional cost.
Free online real estate education services for youth are also offered on the Gyeonggi Lifelong Learning Portal Knowledge (G-SEEK) website.
In addition, the province will continue to operate an illegal activity (damage) reporting center to counter speculative land investment, operate a customized Gyeonggi Real Estate Portal for residents (linking the latest real estate information in real time), expand and secure the reliability of cadastral re-surveys (carrying out project district designation procedures in the first half of the year), and expand and maintain address information facilities.
Lee Gye-sam, Director of the Urban Housing Office of Gyeonggi-do, said, "All land information work is closely related to residents' lives and greatly affects property rights, so the province and local governments will work together to consider and strive for this."
