'Field-Centered Organization, Asset Stabilization'... Incheon City Orders Innovation for Affiliated Public Institutions Incheon City Hall

[Asia Economy Reporter Park Hyesook] Incheon City is pushing for intensive innovation in public institutions under its jurisdiction.


On the 12th, the city announced that it has finalized the 'Innovation Promotion Plan for Public Institutions under the City' to realize the administrative philosophy of the 8th elected government and improve the quality of citizen services.


The promotion plan, targeting 174 city-affiliated institutions including special purpose corporations and centers, includes organizational restructuring to enhance citizen services, securing financial soundness, responsible management by heads of institutions, improvement of welfare systems, and consolidation of similar and overlapping function centers.


First, a field-centered organizational transformation will be promoted. The city has restrained staff increases and encouraged additional personnel deployment on-site through small-scale organizational consolidation and slimming down support departments.


To this end, through job analysis by institution, the city plans to identify 1% of redeployable personnel annually, securing 250 people over five years, and together with 26 people from adjustments of similar and overlapping functions, deploy them to new demand and field service areas.


In the case of Incheon Transit Corporation, it will pursue the abolition of the 'Cheo' unit under the Sales Headquarters, integration of station business offices, abolition of the old facility improvement TF team, operation of the Daeyeok system (management station chief system, one station chief for every three stations), and integration of the Talent Development Institute and Transit Training Institute.


Incheon Environmental Corporation will slim down support departments by abolishing the 'Bu' unit and reorganize business offices with fewer than 50 staff into a system below grade 2.


The city also plans to secure 213.4 billion KRW in liquid assets by selling non-core assets (idle land, company housing, investee companies, etc.) held by public institutions to improve asset soundness, and reduce business promotion expenses by 10% and ordinary expenses by 3%, saving 10 billion KRW compared to last year.


Accordingly, the sale of non-core assets is being promoted as follows: Incheon Urban Corporation (idle land, company housing, investee companies) 211.2 billion KRW, Incheon Technopark (idle land) 1 billion KRW, Incheon Transit Corporation (company housing) 700 million KRW, and Incheon Environmental Corporation (condo membership rights and others) 500 million KRW.


As institutional improvements for smooth implementation of the administrative philosophy, the city has established a general management department for public institutions, added evaluation indicators for institutions and CEOs, introduced executive performance evaluations, and implemented a disciplinary system for executives in case of safety accidents.


Along with this, excessive condolence and congratulatory expenses using in-house welfare funds will also be improved.


The city prepared improvement plans considering citizens' perspectives and fairness among institutions, and ensured thorough implementation of the 'Self Welfare System Improvement Implementation Plans' submitted by each institution to the city in accordance with the Ministry of the Interior and Safety's 'Public Institution Welfare System Guidelines.'


For efficiency in similar and overlapping function centers, among 148 centers under the city, 14 centers out of 43 in the first phase will be consolidated and reorganized.


The consolidation targets include six centers such as the Disabled Convenience Promotion Technology Support Center and the Disabled Convenience Facility Citizen Promotion Group, the Incheon Climate Environment Research Center and the Carbon Neutral Support Center, and the Small Business and Low-Income Financial Welfare Support Center and the Didimdol Center.
