Ministry of Land, Infrastructure and Transport to Select Additional 2nd and 3rd Pilot Complexes Within the Year

[Asia Economy Reporter Noh Kyung-jo] The Ministry of Land, Infrastructure and Transport announced on the 11th that it has selected the Happy Housing (A15 Block) in Hoecheon New Town, Yangju-si, Gyeonggi-do, consisting of 880 households, as the first pilot complex for the post-verification system of inter-floor noise.
The post-verification system for inter-floor noise is a system that verifies the noise insulation performance between floors after the construction of apartment complexes. It has been applied to complexes that applied for project plan approval after August 4 of last year.
The Ministry plans to operate related pilot complexes to discover excellent cases and to solidify the system through post-verification simulations before completion. Additional pilot complexes will be selected semiannually this year.
The Happy Housing selected as the pilot complex this time is located in Deokgye-dong 770 area, Yangju-si. It is scheduled to be completed in September and occupied in February next year. Although it is not an actual application site for the post-verification system, a floor structure selected through prior review to enhance inter-floor noise insulation performance will be applied.
The Ministry explained that the heavy floor structures rated as grade 1 and 2, which have been recognized so far, are difficult to apply on site, so lightweight grade 1 and heavy grade 3 pre-approved floor structures are applied on site after considering constructability and economic feasibility. The performance of blocking lightweight and heavyweight impact noise is classified into four grades: from the highest grade ▲Grade 1 is 37 decibels (dB) or less ▲Grade 2 is 37?41 dB ▲Grade 3 is 41?45 dB ▲Grade 4 is 45?49 dB.
The Ministry also stated that quality education for site managers and special inspections of the framework site were conducted in advance. During the ongoing interior finishing stage, the Korea Land and Housing Corporation (LH) will continuously inspect the installation status of cushioning materials and finishing mortar to strengthen site management for ensuring inter-floor noise quality.
The first pilot complex focused on pre-inspecting the new inter-floor noise standards and the procedures and methods of the post-verification system. They plan to perform post-verification simulations to analyze the manpower and time required and review measures to enhance measurement capabilities. The results will be shared with research institutions, academia, and industry.
From the second pilot complex, scheduled to be selected in the first half of this year, excellent floor structures will be pre-selected through prior public contests and the Excellent Materials Selection Committee and applied to the pilot complexes. The focus will be on verifying and spreading the excellence of these structures. Improvements from the operation of the first pilot complex will also be supplemented.
The third pilot complex, to be selected in the second half of the year, will concentrate capabilities by utilizing accumulated data from the first and second operations. Different excellent floor structures from the second pilot complex will be applied to verify the excellence of various floor structures. The plan is to create excellent cases independently through efforts equivalent to actual application of post-verification.
Kang Tae-seok, Director of the Housing Construction Supply Division at the Ministry, said, "We will actively utilize the first to third pilot complexes to discover excellent factors and review the post-verification system." He added, "Since LH has also established a dedicated department for inter-floor noise, we will strengthen public capabilities and spread excellent factors to the private sector to improve inter-floor noise quality."
