[Asia Economy Reporter Kiho Sung] The Ministry of the Interior and Safety announced on the 11th that from tomorrow, applications for new resident registration cards, which were previously only possible at the city, county, or district office with jurisdiction over the resident registration address, will be available at all town, township, and neighborhood community service centers nationwide.


Since February 2008, reissuance of resident registration cards could be obtained regardless of residence location, but new issuance applications were only possible at the resident registration address, causing inconvenience for residents aged 17 and older whose resident registration address differed from their living area. The need for improvement has been continuously raised.


Through this revision of the Enforcement Decree of the Resident Registration Act, the application institutions for new resident registration cards have been expanded from the mayors, county governors, and district heads of the resident registration address to all mayors, county governors, and district heads nationwide. The institutions where issued resident registration cards can be collected have also been expanded nationwide.


Previously, when collecting the issued resident registration card, applicants could only choose the institution where they applied or the resident registration institution, but from the 12th, they can designate and request a third town, township, or neighborhood community service center. Even if moving or traveling is planned after applying for the resident registration card issuance, it will be possible to collect the card at a community service center near the new residence or travel destination.


If you visit a town, township, or neighborhood community service center to apply for (re)issuance of a resident registration card, you can also choose to receive it by mail (registered mail fee borne by the applicant). In this case, the resident registration card is delivered directly to the applicant after production, allowing for quick receipt without visiting the community service center.


Meanwhile, from February 1, online applications for new resident registration card issuance via Government24 will also be available.


Han Chang-seop, Vice Minister of the Ministry of the Interior and Safety, stated, “There have been inconveniences in the issuance and receipt of new resident registration cards, but these have now been improved,” and emphasized, “We will continue to identify small inconveniences in daily life, improve systems, and enhance services.”
