6th Meeting Held, 7th Meeting on the 7th of Next Month
[Asia Economy Reporter Kiho Sung] On the 10th, the Ministry of the Interior and Safety held the 6th meeting of the "Police System Development Committee" at the Government Seoul Office.
In this meeting, discussions and debates regarding the National Police Commission and the Korean National Police University were conducted, along with a report on the Minister of the Interior and Safety's supplementary command system over the police, and a report on the progress of the dual system implementation of autonomous police.
First, the initial agenda item involved discussions on the National Police Commission. At this session, the committee organized the legal nature of the National Police Commission, which had been addressed during previous meetings, and discussed future development plans for the National Police Commission’s functions, roles, affiliation, and committee composition.
Additionally, a progress report was given on the dismissal decision regarding the constitutional dispute petition filed by the National Police Commission against the Minister of the Interior and Safety in December of last year.
Despite being an advisory committee under the Minister of the Interior and Safety, concerns were raised within the committee about the petition for a constitutional dispute against the minister and the subsequent dismissal decision by the Constitutional Court.
The second agenda item concerned reforms of the Korean National Police University. The positions of related organizations such as the National Police Agency and the Korean National Police University were summarized, and restructuring plans were discussed.
The discussion included options such as maintaining the Korean National Police University but implementing an entrance exam for graduates to become police inspectors, as well as abolishing the university and reorganizing it into an institution for training police executives, with debates held among committee members.
Furthermore, the meeting included reports on the Minister of the Interior and Safety’s supplementary command system over the police and the progress of institutional improvements such as the dual system of autonomous police.
Regarding the command system of the Minister of the Interior and Safety, necessary inspection and disciplinary authority and reporting systems were compared and analyzed with other cases to supplement the command and supervision system over the police, which was raised in the wake of the Itaewon tragedy.
Concerning the dual system of autonomous police, the progress of discussions by the Autonomous Police Subcommittee was summarized, and a plan for promoting the future implementation of the dual system was reported.
The next meeting will be held on the 7th of next month.
