"Wearing School Uniforms for Sexual Acts in Comic Cafes"... Chungju Mom Cafe in Uproar

Spread of Witnessed Sexual Acts in Comic Book Rooms... "Owner's Acquiescence" Claimed
Authorities Advise Against Private Rooms and Conduct Thorough Inspections

There is controversy over claims that individuals presumed to be students engaged in sexual activity at a comic book cafe in Chungju, Chungbuk.

According to Chungju City on the 6th, a member of a local mom cafe, A, posted on the bulletin board on the 2nd, alleging that "male and female students were having sexual intercourse in a private room at a comic book cafe visited with a child." According to the post, more than three private rooms in the comic book cafe were covered with blinds and partitions, and male and female students wearing school uniforms came out from inside. A also claimed, “It seems the owner tolerated it and accepted the teenagers.”

The mom cafe community responded with shock. On the following day, the 3rd, A reportedly filed complaints with the Chungju Office of Education and Chungju City. In response to the complaints, Chungju City visited the comic book cafe on the 5th along with the Chungju Office of Education and advised them not to have private rooms. Authorities stated that they could not confirm whether the students actually engaged in sexual activity.

A city official told Yonhap News Agency, “We spoke by phone with the parent who posted on the mom cafe; they did not directly witness sexual activity but sensed suspicious circumstances such as moaning,” and added, “The comic book cafe owner denies that students engaged in sexual activity.” The official also said, “The blinds and partitions installed in the comic book cafe have already been removed,” and added, “There is no legal basis for administrative action solely because private rooms were installed, so we took measures to advise against operating private rooms.”

The police plan to use this incident as an opportunity to conduct thorough inspections not only of comic book cafes but also of room cafes, unmanned hotels, and coin karaoke rooms to check for any acts encouraging delinquent behavior among teenagers.
