Ulsan City Confirms Major Work Plans for This Year
Advancing 20 Key Tasks for Industrial Upgrading

Ulsan City has set its administrative operation goals for this year and begun work to realize the 8th elected term’s vision of ‘Great Ulsan Newly Created.’
The five major directions for city administration are ▲ Ulsan as an industrial capital, overcoming crisis and making a new leap ▲ A city where life is enjoyable through culture, tourism, and sports ▲ Practicing carbon neutrality and creating a beautiful garden city ▲ A healthy and safe society through warm consideration ▲ Improving living conditions for citizens and realizing smart administration.
Based on these administrative directions, the city plans to finalize 20 key policy tasks and implement powerful governance so that citizens can feel the changes.
▲ Ulsan as an industrial capital, overcoming crisis and making a new leap
First, to advance the core industries, Ulsan supports the transition to future automobiles through the groundbreaking of Korea’s first Hyundai Motor electric vehicle-only factory, supporting technology conversion for internal combustion engine parts companies, and fostering the Urban Air Mobility (UAM) industry, thereby laying the foundation for new growth industries.
The shipbuilding industry will strengthen production capabilities through the development of eco-friendly and smart future ship technologies, localization and advancement of core equipment, and digitalization of manufacturing processes.
For new chemical material industries, a ‘corporate support platform’ will be established, including the construction of a high-functionality convergence chemical material support center. Support for the chemical industry will also be expanded by actively promoting the development and localization of high value-added chemical materials and the construction of an integrated aboveground pipe rack project.
The city will create a regional innovation industrial base through the establishment of a 3D printing convergence technology center and the construction of the National Ulsan Carbon Neutrality Specialized Science Museum. It will foster future new industries centered on digital and green energy by creating a hydrogen industry leading city, developing next-generation nuclear technologies, and nurturing talent.
By operating the ‘Regional Economy Public-Private Joint Council,’ hosting the ‘Ulsan Industrial Culture Festival,’ and providing customized support and cooperation for companies, Ulsan will realize business-friendly governance to create a virtuous cycle ecosystem where companies invest and jobs are created.
Ulsan will focus its capabilities on becoming an international city by nurturing world-class young talent, implementing official development assistance projects, promoting phased friendly cooperation projects with Ukraine, and establishing future-oriented cooperative relationships through participation in international organization meetings.
The city will strengthen the competitiveness of agriculture and fisheries by providing farmers’ allowances, ensuring safe agricultural food supply and distribution, and maintaining local fishing ports. It will also reinforce the marine industry base through the development of Ilsan Port, Ilsan Beach marine sports hub, and the advancement of Ulsan Port.
▲ A city where life is enjoyable through culture, tourism, and sports
Ulsan will restore cultural daily life from COVID-19 by providing various cultural services such as the K-POP Festival, and foster a competitive cultural content industry through the operation of Ulsan Contents Korea Lab, Global Game Center, and Webtoon Campus.
By operating the Ulsan Tourism Foundation, fostering MICE (Meetings, Incentives, Conferences, and Exhibitions), and intensively promoting Ulsan’s tourism resources both online and offline, the city will lay the foundation for a premium tourism city.
Additionally, Ulsan will realize a sightseeing tourism city by building world-class performance halls, the Daewangam Park sea cable car, and the urban beach promenade at Gangdong Coastal Park.
Through the establishment of the 2nd Ulsan Sports Development Five-Year Plan, expansion of public sports facilities for healthy leisure activities, and hosting the National Youth (Disabled Students) Sports Festival full of youth and passion, the city will create a sports environment where all citizens unite.
Ulsan will systematically preserve cultural heritage such as Byeongyeongseong and Eonyang Eupseong, provide vivid cultural heritage experience services, and pursue cultural heritage preservation and future value creation.
▲ Practicing carbon neutrality and creating a beautiful garden city
The city will operate the Sustainable Development Council and expand support for environmental improvements for small and medium enterprises, including installation support for air pollution prevention facilities, strengthening public-private collaboration for sustainable development.
By establishing a ‘Comprehensive Plan for Securing Clean Water,’ implementing low-impact development (LID) non-point pollution reduction projects, managing water quality of major rivers, and improving the water quality of the Taehwa River, Ulsan will secure a healthy water environment and restore water circulation.
Support will be provided for the operation of the Southeast Region Fine Dust Research and Management Center, implementation of light pollution prevention measures, expansion of sewage treatment capacity in line with future urban environments, and stable operation and management of resource recovery facilities to build a clean urban environment and a virtuous cycle system of resources.
To reduce fine dust and heat island effects, the city will create urban forests, operate a dedicated team for tree management in residential areas, and revitalize small urban parks, creating nature-friendly green spaces within the city.
Ulsan will create a world-class national garden through projects such as the groundwork for the Ulsan International Garden Expo, the basic plan and detailed design for the Namsan-ro area garden project, and the Taehwa River Hidden Garden project.
Efforts will also be made to spread garden culture through the creation of smart gardens, garden story fairs, and the Taehwa River Silver Grass Garden outing events.
▲ A healthy and safe society through warm consideration
Productive welfare will be realized by creating jobs through providing regionally tailored social services.
Support for healthy child development and establishment of a public protection system will be strengthened through improvements to children’s theme park facilities, building a public childcare foundation, and enhancing recovery support for abused children.
Ulsan will pursue an age-friendly city where the elderly are respected by constructing a 2nd municipal senior welfare center, establishing and operating a senior elementary school, and supporting customized jobs for seniors.
Support to improve the quality of life for people with disabilities will be strengthened, and proactive responses to violence against women and victim support will be provided, showing warm consideration for socially vulnerable groups.
Public medical infrastructure will be expanded through the construction of Ulsan Medical Center and a specialized public hospital for industrial accidents. Tailored health management will be supported by providing postpartum care expenses to all childbirth families and establishing a 24-hour pediatric emergency patient care system.
A seamless disaster safety network will be built through the operation of an integrated disaster management resource center, comprehensive maintenance projects for the Myeongchon district flood and wind disaster living zone, and installation of shared fire water pipelines in fire prevention enhancement zones.
Efforts will also be made to spread a safety culture with citizen participation through initiatives such as the Children’s Safety Avengers, Child Safety Guardians, and citywide safety culture campaigns.

Ulsan will prepare rational urban plans and induce systematic urban development by revising the 2030 Ulsan Urban Management Plan and establishing a basic plan for the development restriction zone in the Ulsan area.
The city will innovate urban spaces by promoting the Ulsan Downtown Convergence Special Zone and campus innovation parks within universities, supporting the attraction of companies related to the innovation city, and opening the Innovation City Complex Innovation Center.
By relocating the Okdong military base, establishing development plans for the Ujeong Innovation District Special Planning Zone, and formulating a basic plan for new town construction in the southern region of Ulsan, the city will seek to become a city where everyone wants to live.
Ulsan will create a happy city for youth by establishing a five-year basic plan for youth policies, hiring youth interns and part-time workers, and supporting youth participation and activities to encourage their dreams.
The city will strengthen pedestrian-centered traffic safety measures to create a safe and pleasant advanced traffic environment and focus on expanding transportation networks befitting a metropolitan city, including the construction of the 2nd Myeongchon Bridge.
An official from Ulsan City said, “2023 is effectively the first year of the 8th elected term’s full-scale administration,” adding, “We will focus our capabilities on producing tangible results that citizens can feel through overcoming crises and efficient administrative operations based on selection and concentration.”
