[Asia Economy Reporter Baek Kyunghwan] Kim Seungho, head of the Ministry of Personnel Innovation, stated on the 2nd, "This is a moment when personnel innovation is needed more than ever to proactively respond to the rapidly changing administrative environment," and announced plans to embark on a full-scale innovation of public service culture. To this end, he presented a direction to concretize the principles of national administration?national interest and practicality, fairness and common sense?into personnel policies.
In his New Year's address on the same day, Kim said, "2023 is a time of uncertainty yet certainty, a time of crisis and opportunity," referring to these plans.
First, Kim said, "We will concretize the principles of national administration?national interest and practicality, fairness and common sense?into personnel policies and proactively respond to pressing social issues such as low birthrate, aging population, and national integration." He added, "We will provide proper compensation and fair opportunities so that young people who will lead future generations can fully demonstrate their capabilities in public service."
He also expressed his commitment to improving public service culture. Kim promised, "We will redefine the ideal public servant so that civil servants can dedicate themselves with passion and responsibility, meet the expectations of the people, and create an active public service culture that works confidently according to laws and principles." As a proactive measure, he mentioned deregulation. Kim’s plan is to "continue to ease unnecessary regulations as we did last year and establish a second personnel autonomy plan to increase the personnel autonomy of ministry ministers, thereby creating conditions where ministries can fully utilize their capabilities."
Kim said, "As the saying goes, personnel is everything; even if the same work is done, the results differ depending on who does it." He added, "In the second year of the Yoon Seok-yeol administration, we will leverage the accumulated capabilities to achieve tangible national administration results that the public can feel, so that people can become the future of the country."
