Yangcheon-gu to Rebuild 7 Old Dong Offices Over 30 Years Old

This Year, 21.9 Billion KRW Invested to Prioritize Reconstruction of Sinjeong 2, Sinwol 1, Sinwol 2, and Mok 4-dong Community Centers


[Asia Economy Reporter Park Jong-il] Yangcheon-gu (Mayor Lee Gi-jae) announced that it has established a 'Reconstruction Promotion Plan' targeting seven aging neighborhood offices that have been in place for over 30 years, to ensure balanced administrative infrastructure across regions. With a budget of 21.9 billion KRW allocated this year, reconstruction will be prioritized starting with Sinjeong 2, Sinwol 1, Sinwol 2, and Mok 4-dong community centers.


The seven aging neighborhood offices over 30 years old in the area are Mok 1-dong, Mok 4-dong, Sinwol 1-dong, Sinwol 2-dong, Sinjeong 2-dong, Sinjeong 6-dong, and Sinjeong 7-dong.


These neighborhood offices have caused inconvenience to residents due to cramped interior spaces and severely insufficient parking and resident convenience facilities.


In particular, the Mok 1-dong, Sinwol 1-dong, Sinjeong 2-dong, Sinjeong 6-dong, and Sinjeong 7-dong offices lack elevators, making it very difficult for mobility-impaired residents such as the disabled and elderly to use the community centers. The Mok 4-dong office is geographically skewed toward Mok 5-dong, resulting in low accessibility for residents, leading to demands for relocation and reconstruction in a central area.


Accordingly, the district has formally established a 'Reconstruction Promotion Plan for Aging Community Centers' and prepared guidelines to ensure a comprehensive and systematic reconstruction project.


The total project cost is expected to be 113.8 billion KRW. To secure stable funding, the district plans to distribute the required budget through an annual investment plan and accumulate necessary funds in the Public Building Construction Fund.


Design Considering Location Characteristics, Barrier-Free Facilities and Parking Lots, and Provision of Cultural Spaces


To reduce costs, facility plans for sites expected to generate public contributions and planned development areas will also be reviewed.


Reconstruction will proceed in order of the community centers' construction years, prioritizing those with secured sites. Designs will consider the location characteristics and functions of each community center to create barrier-free facilities that are convenient for all users. Additionally, maximum parking spaces will be secured to improve accessibility and resolve parking difficulties, and spaces to meet residents' cultural and welfare needs will be provided.


Once the reconstruction schedule for each community center becomes clear, the district plans to hold resident surveys and briefings before the architectural detailed design phase to actively incorporate residents' opinions from the design process, rebuilding the neighborhood offices as resident-friendly, communication-centered facilities.


The 2023 budget proposal, including 21.9 billion KRW for the management plan of shared property for the four priority community centers, land acquisition costs, feasibility studies, and basic plan establishment service fees, was finalized at the 'Yangcheon-gu Council 296th Session 2nd Regular Meeting' on the 21st of last month.


Lee Gi-jae, Mayor of Yangcheon-gu, stated, "We will make every effort to smoothly carry out the reconstruction project of aging neighborhood offices, a key pledge of the 8th elected term, to provide residents with high-quality public services and living infrastructure."
