Busan City Strengthens Response to Population Structure Changes with Low Birthrate and Aging Society Committee and City Council Busan City Hall.

[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Busan City will hold a business agreement ceremony with the Presidential Committee on Low Fertility and Aging Society (hereinafter referred to as the ‘Committee’) and the City Council at 11 a.m. on the 29th in the International Protocol Room on the 7th floor of City Hall to strengthen responses to changes in population structure.


This agreement was prepared to strengthen cooperation between the central government and Busan in responding to the crisis of population structure changes, reflecting Busan’s deepening low fertility and aging conditions, such as the establishment of a population policy promotion system since the first business agreement between Busan City and the Committee in April 2019 (establishment of the Population Policy Team in August 2019, enactment of the Population Ordinance in February 2020, formation of the Population Policy Committee in May 2020, opening of the Population Impact Assessment Center in April 2022), and last year’s entry into a super-aged society, the first among special and metropolitan cities. The agreement is expected to be jointly signed by the Committee, Busan City, and the City Council.


The main contents of the agreement include further developing cooperative matters and mutually cooperating to jointly promote policy research and task discovery on low fertility and aging policies reflecting regional characteristics. It also includes ▲discovering population policies ▲analyzing and evaluating population policies ▲supporting the establishment of Busan City’s comprehensive low fertility plan and the basic plan for elderly welfare to realize an age-friendly city.


On the day, Vice Chairman Na Kyung-won, Busan Mayor Park Hyung-joon, and Busan City Council Chairman Ahn Seong-min are scheduled to sign the agreement in person.


Before the agreement ceremony, Vice Chairman Na Kyung-won will visit the children’s complex cultural space ‘Deullaknallak’ located on the 1st floor of City Hall. A guided tour of the related facilities, screening of Busan City’s co-parenting promotional video, and introduction of major life cycle policies will be conducted together.


Mayor Park said, “Having and raising children and aging may be personal issues, but creating an environment where all generations are happy and enabling preparation for the next generation is the role of local governments and the government.” He emphasized Busan City’s efforts to promote balanced projects across life cycles, including ▲support for housing loans and interest for newlyweds, expansion of childbirth cost support ▲creation of the children’s complex cultural space ‘Deullaknallak’ ▲establishment of the ‘HAHA Center’ for healthy aging.


Mayor Park Hyung-joon stated, “Next year, we will newly implement support for daycare center meal and snack costs, support operation of child-friendly villages tailored to local districts and counties, and actively support the operation of the Busan-type infant class. We will strive harder to create a happy Busan that empowers children and parents.” He added, “Based on this business agreement, we will promote population policy projects reflecting Busan’s characteristics and cooperate more closely with the Committee and the City Council to create a Busan where all generations are happy through policies that all citizens can empathize with.”
