[Asia Economy (Yongin) = Reporter Lee Young-gyu] Yongin City in Gyeonggi Province has finalized its first organizational restructuring plan to promote key projects of the 8th elected administration.
On the 26th, Yongin City announced that the "Partial Amendment to the Ordinance on Yongin City Administrative Organization and Staffing," which focuses on establishing a dedicated organization to foster and support semiconductors and 4th industrial revolution advanced industries and strengthening administrative service functions, passed the 269th Yongin City Council plenary session.
According to this restructuring plan, the main office will establish 1 bureau, 5 divisions, and 13 teams, while abolishing 1 division and 3 teams. As a result, the main office system will be adjusted to 2 offices, 7 bureaus, 1 division, 57 divisions, and 232 teams. There will be no changes in the council, district offices, eup/myeon/dong (township-level divisions), or affiliated institutions. The business offices will decrease by one team, from 6 offices, 16 divisions, and 80 teams to 6 offices, 16 divisions, and 79 teams.
With this organizational restructuring, Yongin City's staffing will increase by 65, from 3,236 to 3,301 personnel.
The city will first establish the New Growth Strategy Bureau early next year. The New Growth Strategy Bureau will include the New Growth Strategy Division, Semiconductor Division 1 and 2, and the 4th Industrial Convergence Division.
Semiconductor Division 1 will be responsible for attracting semiconductor companies and supporting technology related to materials, parts, and equipment (SoBuJang). Semiconductor Division 2 will handle tasks such as establishing a semiconductor high school to train specialized semiconductor personnel, creating a semiconductor valley to provide a base for SoBuJang companies, and building a semiconductor highway, thereby constructing infrastructure to expand the semiconductor ecosystem.
The 4th Industrial Convergence Division will lay the foundation for creating a smart city and develop core technologies of the 4th industrial revolution such as AI, metaverse, and big data to provide convergence and complex services that solve urban problems.
Among Yongin's three districts, Cheoin-gu, which has the largest area and many complaints due to various development projects, will establish a Civil Cooperation Officer position to strengthen administrative service functions for citizens. The Cooperation Officer will be responsible for collecting opinions to resolve collective complaints and managing conflict mediation and coordination.
Within the Transportation and Construction Bureau, a new Logistics and Freight Division will be established. Composed of three teams?the Logistics Policy Team, Logistics Complex Team, and Freight Transport Team?the Logistics and Freight Division will comprehensively handle tasks related to logistics complexes, warehouses, and terminals, and systematically manage the scattered logistics warehouses within the jurisdiction.
The city plans to reorganize some departments in the main office to proactively respond to internal and external administrative environmental changes and strengthen policy functions.
The Office of Autonomous Administration will be reorganized into the Planning and Coordination Office, which includes the Policy Planning Officer directly under the First Deputy Mayor, in addition to the existing five divisions. This is interpreted as a measure to strengthen coordination functions to ensure that various city policies and administration do not conflict.
The Education and Culture Bureau will be renamed the Education, Culture, Sports, and Tourism Bureau. This name change reflects Mayor Lee Sang-il's intention to pay greater attention to sports and tourism.
To strengthen policy functions for people's livelihood, the Regional Economy Division will be reorganized into the Livelihood Economy Division. The Climate Energy Division will be renamed the Climate and Air Division, and the Urban Cleanliness Division will be renamed the Resource Circulation Division.
Mayor Lee Sang-il said, "With the completion of the organizational restructuring, the special city of Yongin, which has entered the 8th elected administration, has laid the foundation to emerge as a core city driving South Korea's growth engine," and urged, "Let all city organizations strive to improve citizens' lives through creative and proactive administration."
