[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] The Hapcheon County Council in Gyeongnam held its 3rd plenary session on the morning of the 19th, passing all agenda items and concluding the 35-day regular session schedule.
The 2023 Hapcheon County revenue and expenditure budget, organized at approximately 751.28 billion won, which is an increase of about 76.46 billion won compared to the 2022 budget, was amended and approved with cuts totaling 512 million won across four items.
The items cut included ▲small libraries with low usage rates ▲support for taxi companies for county government publicity ▲concerns over risk factors in the Chunlan industry ▲and controversies over fairness in subsidies for expanding the night industry infrastructure. The council judged that close review is necessary regarding future changes in user trends, reexamination after resolving conflicts, and criticisms of budget waste.
Various agenda items such as the Ordinance on the Operation of the Hapcheon County Donor Courtesy and Donation Review Committee and the Ordinance on Support for Admission Preparation Funds for Hapcheon County Daycare Centers were approved as originally proposed, recognizing their validity and necessity as they align with the purposes of ordinance enactment and revision and organize matters delegated to ordinances by higher laws.
During the meeting, Councilor Seong Jong-tae proposed the “Hapcheon-style vacant house maintenance project,” Councilor Lee Tae-ryeon called for “measures to prevent damage caused by feral dogs,” Councilor Lee Jong-cheol pointed out “issues with the Korea Rural Community Corporation and the establishment of communication channels,” and Councilor Kim Moon-suk advocated for “improvement plans for the operation of the agricultural machinery rental bank.”
Chairman Jo Sam-sul, concluding this year’s session, urged, “I hope for thorough preparation in advance against the sudden cold wave and ask for meticulous welfare administration so that neighbors in difficulty can have a warm winter.”
