[Seoul District News] Guro-gu Begins Construction of Artificial Turf Jokgu Field with 15m Width and 6.5m Length, Total Area 5115㎡ on Sites A~D... Yangcheon-gu Sees Results from Proposal to Ease Reconstruction Safety Inspection Regulations
[Asia Economy Reporter Jongil Park] Guro-gu (District Mayor Moon Heon-il) is installing artificial turf at the Anyangcheon Jokgu Court.
Guro-gu stated on the 12th, "We are carrying out sports facility improvement projects to provide residents with enjoyable leisure activities and promote health," adding, "As part of this, we are laying artificial turf on the Jokgu courts and renovating the surrounding facilities."
The four Jokgu courts A to D, located in the section from Gocheokgyo to Ogeumgyo on the right bank of Anyangcheon, were made of masato soil, making them vulnerable to dust scattering and safety accidents. Therefore, the Jokgu court improvement project was initiated to increase satisfaction among residents using the courts.
Guro-gu plans to reconstruct the eight existing masato-paved Jokgu courts into artificial turf Jokgu courts measuring 15m in width, 6.5m in length, with a total area of 5,115㎡, and will also renovate aging auxiliary facilities such as fences and benches for safety.
It is expected that the artificial turf courts will be easier to maintain and reduce the risk of dust scattering and safety accidents.
The district plans to start construction after completing the detailed design process, aiming for completion in the first half of next year.
A Guro-gu official said, "We expect that the creation of artificial turf Jokgu courts will encourage more active use of sports facilities by residents," and added, "We will continue to do our best to expand a pleasant environment for community sports."
Yangcheon-gu (District Mayor Lee Gi-jae) announced that it has continuously requested the Ministry of Land, Infrastructure and Transport and Seoul City to relax safety inspection standards and apply revised regulations on adequacy reviews to expedite the long-awaited reconstruction of Mokdong Apartments.
As a result, on the 8th, the Ministry of Land included these measures in its rationalization plan for reconstruction safety inspections, making it easier and faster to proceed with the reconstruction of apartment complexes in Mokdong and Sinwol-dong.
The revision mainly lowers the weight of structural stability, which was the biggest obstacle in safety inspections, from the current 50% to 30%, and makes adequacy reviews by public institutions mandatory only when requested by the district office for conditional reconstruction, thereby lowering the threshold for reconstruction.
In this regard, Yangcheon-gu’s efforts have borne fruit and are receiving attention.
District Mayor Lee Gi-jae has visited related ministries such as the Ministry of Land and Seoul City repeatedly since his election, requesting the relaxation of safety inspection standards, the first hurdle in reconstruction projects. Notably, the safety inspection system improvement agenda he submitted to the district mayor council (photo) last September was adopted and proposed to the Ministry of Land under the name of the Seoul City District Mayor Council. Both proposals were directly reflected in the Ministry’s rationalization plan, meaning adequacy reviews will only be conducted upon request by the district mayor, and the revised regulations will apply to complexes currently undergoing adequacy reviews, greatly expanding the number of complexes passing safety inspections that had been previously blocked.
When the revised regulations take effect in January next year, complexes currently undergoing adequacy reviews will be re-evaluated using the adjusted evaluation item weightings and conditional reconstruction scope to determine whether reconstruction or conditional reconstruction applies. If conditional reconstruction applies, Yangcheon-gu, as the planning authority, will review the basic requirements based on checklists such as sample quantities provided by the Ministry of Land and decide whether to request an adequacy review.
Yangcheon-gu Mayor Lee Gi-jae said, "I am very pleased that the long-awaited safety inspection regulations have been relaxed," adding, "This deregulation will accelerate reconstruction projects. Especially with the rapid integrated planning of Mokdong 6 Complex, it will create synergy and bring reconstruction, which had been stagnant, back on track," expressing high expectations for reconstruction projects.
Yangcheon-gu will also work closely with Seoul City to resolve the unconditional restoration issues of remaining Complexes 1 to 3, ensuring full recovery of residents’ damages.
Additionally, regarding the Mokdong district unit plan, which was amended and approved last month, a residents’ briefing session will be held on the 14th to prepare proactive urban management measures, integrated spatial structures, and development directions to respond to reconstruction by complex through the district unit plan decision.
