Customized Support for Seasonal Unemployment, Vulnerable Groups, and Energy-Poor Households
[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Hamyang-gun, Gyeongnam Province, is operating a focused discovery period for welfare blind spots to identify vulnerable households and connect them with private and public welfare services from December through the end of February next year in preparation for the winter season.
According to the county, winter is a period when seasonal unemployment, cold waves, and increased heating costs exacerbate threats to the livelihoods of vulnerable groups, and customized services will be provided based on the situations of the discovered households.
The main target groups for discovery are ▲seasonal unemployment households ▲households facing income, employment, housing, or financial crises ▲households identified through the discovery system for power or water disconnections ▲households struggling to maintain livelihoods due to urgent crisis reasons such as business suspension or closure ▲elderly and disabled persons prone to isolation, vulnerable children ▲energy-poor households ▲and other low-income households facing difficulties in daily life.
Hamyang-gun plans to operate a visiting health and welfare system in 11 eup and myeon (towns and townships) for efficient and prompt discovery and will promote collaboration with local safety nets such as community social security councils and honorary social welfare officers.
Furthermore, emergency support and public resources such as the Basic Livelihood Security Program will be prioritized for the discovered vulnerable households, while those not eligible will be linked to private resources. Vulnerable households with complex issues will receive customized support through integrated case management selected by the district office.

County Governor Jin Byeong-young said, “Interest in looking after neighbors is the beginning of discovering welfare blind spots,” adding, “We will make further efforts to minimize welfare blind spots through a dense social safety net, including continuous discovery and protection system operation.”
