This is the second case following the issuance of a work commencement order for the cement transportation sector on the 29th of last month.
Prime Minister Han Deok-soo stated in his opening remarks at the emergency Cabinet meeting held at the Government Seoul Office that morning, "Following the issuance of a work commencement order for the cement sector on the 29th of last month, today we are issuing a second work commencement order for the steel and petrochemical sectors."
Prime Minister Han said, "The situation before us is very urgent and serious, so we cannot wait any longer for the voluntary return of the Cargo Solidarity Union," adding, "Therefore, the government has determined that it has no choice but to issue additional work commencement orders for those refusing transportation in the steel and petrochemical sectors."
He pointed out, "Logistics is the lifeblood of our economy," and emphasized, "If logistics stop, our industries stop, and the damage directly returns to the national economy and people's livelihoods." He continued, "Due to the refusal of cargo transportation, factories have accumulated inventory to the point where they can no longer operate, and even if they want to export, logistics to transport goods to the ports have been blocked." He stressed, "In particular, disruptions in the shipment of steel and petrochemical products could expand to core upstream industries such as automobiles, shipbuilding, and semiconductors, potentially spreading into a crisis for the entire economy."
He urged the Cargo Solidarity Union to "withdraw the unjustified collective transportation refusal that holds the national economy hostage and promptly return to their respective positions." At the same time, Prime Minister Han reaffirmed the government's firm stance, saying, "The government's position is resolute. We will not compromise with illegality and will hold those responsible strictly accountable," confirming a tough response policy.
Prime Minister Han expressed regret, saying, "It is very unfortunate that the public has to endure inconvenience and suffering due to the Cargo Solidarity Union's transportation refusal," and appealed, "The vicious cycle of unjustified collective actions must be broken, and please trust and support the government so that a labor market based on law and principles can be established."
